SYED AHMED IN THE VICEREGAL COUNCIL--THE DEKKHAN AGRICULTURISTS RELIEF BILL--EDUCATION COMMISSION--VISIT FROM SIR SALAR JANG--EDUCATION COMMISSION IN THE NORTH-WEST--VISIT TO THE PANJAB. In 1878, Syed Ahmed was, by Lord Lytton, made a member of the Viceroy's Council, an appointment which crowned his long and honourable career. The speech made by the great Duke of Wellington on the occasion of the dinner given to Sir John Malcolm by the Board of Directors, on the occasion of Sir John's appointment to the Government of Bombay, by substituting Hindustan for England and Mohammedan for Englishman, reads thus, and is most applicable to Syed Ahmed's appointment to Council: "A nomination such as this operates throughout the length and breadth of Hindustan. The youngest Mohammedan sees in it an example he may imitate, a success he may attain. The good which the country derives from the excitement of such T feelings is incalculable." Syed Ahmed remained in Council for two years, and was for the second time appointed by Lord Ripon in 1880. He was thus four years altogether in Council. Amongst his speeches I select two, one on the Dekkhan Agriculturists Relief Bill, and the other on Vaccination: --My LORD, --I agree with the honourable member in his motion that the Bill should be referred to a Select Committee. But before the Bill goes to the Committee, I wish, with your Excellency's permission, to make a few observations with regard to the principles upon which the proposed legislation is based. It may be accepted as an indisputable principle that special laws should only be introduced to meet special cases.
