It was originally desired by the Government to introduce a consolidation of the multifarious laws on the subject; but practical difficulties prevented the realisation of SO desirable an Object, and the present Act thus adds one to a group of somewhat incongruous Statutes, and increases the diffi culty of its own interpretation. The Editor, after much consideration, has embodied his views of the leading difficulties that will arise under the new Act, and has suggested some solution of most Of them.
