Book Liberalizing Trade in Services

Download or read book Liberalizing Trade in Services written by Bernard M. Hoekman and published by World Bank Publications. This book was released on 2006 with total page 62 pages. Available in PDF, EPUB and Kindle. Book excerpt: Abstract: Since the mid 1980s a substantial amount of research has been undertaken on trade in services. Much of this is inspired by the World Trade Organization or regional trade agreements, especially the European Union, but an increasing number of papers focus on the impacts of services sector liberalization. This paper surveys the literature, focusing on contributions that investigate the determinants of international trade and investment in services, the potential gains from greater trade (and liberalization), and efforts to cooperate to achieve such liberalization through trade agreements. It concludes that there is increasing evidence that services liberalization is an important source of potential welfare gains, but relatively little research has been done that can inform the design of international cooperation-both trade agreements and development assistance-so as to more effectively promote development objectives.

Book Measuring Services Trade Liberalization and Its Impact on Economic Growth An Illustration

Download or read book Measuring Services Trade Liberalization and Its Impact on Economic Growth An Illustration written by Aaditya Mattoo and published by . This book was released on 1999 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: August 2001 Countries that fully liberalize their telecommunications and financial services sectors may be able to expect economic growth rates up to 1.5 percentage points higher than rates in other countries. Mattoo, Rathindran, and Subramanian explain how the output growth effect from liberalizing the service sectors differs from the effect from liberalizing trade in goods. They also suggest using a policy-based rather than outcome-based measure of the openness of a country's services regime. They construct such openness measures for two key service sectors' basic telecommunications and financial services. Finally, the authors provide some econometric evidence--relatively strong for the financial sector and less strong, but nevertheless statistically significant, for the telecommunications sector--that openness in services influences long-run growth performance. Their estimates suggest that growth rates in countries with fully open telecommunications and financial services sectors are up to 1.5 percentage points higher than those in other countries. This paper--a product of Trade, Development Research Group--is part of a larger effort in the group to assess the implications of liberalizing trade in services. Book Liberalization of Trade in Services and Impact on Welfare

Download or read book Liberalization of Trade in Services and Impact on Welfare written by Nora Abou Shady and published by . This book was released on 2013 with total page 465 pages. Available in PDF, EPUB and Kindle. Book excerpt: The objective of this thesis is to provide an estimation for the impact of the liberalization of trade in telecommunications services on consumer welfare in the Egyptian economy. The modelling fits in the theoretical framework of the classic international trade theory, where a small economy is facing a world price for a given service, and imposes barriers on its imports. To estimate the impact of liberalization on welfare, the direct approach developed by the Australian productivity commission and the OECD will be used to transform qualitative trade and regulatory policy measures into a quantitative index of restrictiveness. This work also provides a full database on all policy measures affecting trade and provision of telecommunications in Egypt and transforms these into an index and, in a next step, into a tarif-equivalent. The removal of this tarif equivalent is simulated using an input/output model and isassumed to positively affect consumer's welfare. The study suggests that increased liberalization of the sector, accompanied by enhanced regulation and increased transparency is likley to increase consumer's welfare by 3.75%, equivalent to 2.97% of Egypt's GDP in 2011.

Book Unfinished Business

Download or read book Unfinished Business written by Gary Clyde Hufbauer and published by Peterson Institute. This book was released on 1997 with total page 278 pages. Available in PDF, EPUB and Kindle. Book excerpt: In February 1997, 69 countries accounting for 95 percent of world telecommunications traffic agreed to open their basic telecommunications service markets. In April 1997, 28 countries accounting for 80 percent of world trade in information technology (IT) goods agreed to eliminate tariffs on IT goods by January 2000. These two agreements represent significant steps toward global telecommunication liberalization. The agreements also mark the beginning of new battles that will determine the extent of competition and reform in the telecommunications industry in the 21st century. Although implementation of the two pacts will be phased in over several years, some signatory countries are already facing a backlash from local telecommunications companies and equipment suppliers. Hence the issue remains highly contentious around the world. In this volume, leading scholars from different countries offer their assessments of the two new agreements. They also predict the evolution of the telecommunications industry in the years ahead. The volume provides essential background on future developments in this dynamic and crucial sector, and suggests ways in which it can be shaped to provide maximum benefits for the world economy.

Book National Regulation and Trade Liberalization in Services

Download or read book National Regulation and Trade Liberalization in Services written by Markus Krajewski and published by Kluwer Law International B.V.. This book was released on 2003-01-01 with total page 270 pages. Available in PDF, EPUB and Kindle. Book excerpt: Like tariffs and other border measures, national regulatory barriers impede international trade. Unlike tariffs, however, such barriers usually indicate an important domestic policy choice. This 'conflict of interest' has emerged as a crucial issue in international law, particularly with regard to services, such as telecommunications and health services. This study is the first to analyze the potential impact of incompatibilities between national regulatory regimes and the rules and obligations imposed by the General Agreement on Trade in Services (GATS). In the process of arriving at his challenging concluding theses, the author investigates such relevant concepts as the following: the political and ideological dynamics of GATS negotiations services trade liberalization in regional integration systems, particularly in EC law policies common to diverse national regulatory systems the notions of 'deregulation' and 'privatization' the human rights implications of international trade law the GATS obligations of market access, national treatment, and most-favoured-nation treatment the role of the WTO's dispute settlement organs GATS transparency obligations Professor Krajewski's study is of enormous significance to specialists in regulatory policies and instruments at all national and sectoral levels, especially in the context of ongoing GATS negotiations. As the author warns: Unless GATS negotiators and national regulators have a thorough understanding of the relationship between GATS obligations and regulatory policies and instruments, they cannot effectively use the flexible elements of GATS and could reach an agreement which they may later regret.

Book Domestic Regulation and Service Trade Liberalization

Download or read book Domestic Regulation and Service Trade Liberalization written by Pierre Sauve and published by World Bank Publications. This book was released on 2003-08-29 with total page 246 pages. Available in PDF, EPUB and Kindle. Book excerpt: Trade in services, far more than trade in goods, is affected by a variety of domestic regulations, ranging from qualification and licensing requirements in professional services to pro-competitive regulation in telecommunications services. Experience shows that the quality of regulation strongly influences the consequences of trade liberalization. WTO members have agreed that a central task in the ongoing services negotiations will be to develop a set of rules to ensure that domestic regulations support rather than impede trade liberalization. Since these rules are bound to have a profound impact on the evolution of policy, particularly in developing countries, it is important that they be conducive to economically rational policy-making. This book addresses two central questions: What impact can international trade rules on services have on the exercise of domestic regulatory sovereignty? And how can services negotiations be harnessed to promote and consolidate domestic policy reform across highly diverse sectors? The book, with contributions from several of the world's leading experts in the field, explores a range of rule-making challenges arising at this policy interface, in areas such as transparency, standards and the adoption of a necessity test for services trade. Contributions also provide an in-depth look at these issues in the key areas of accountancy, energy, finance, health, telecommunications and transportation services.

Book Services Trade in the Western Hemisphere

Download or read book Services Trade in the Western Hemisphere written by Sherry M. Stephenson and published by Rowman & Littlefield. This book was released on 2010-12-01 with total page 284 pages. Available in PDF, EPUB and Kindle. Book excerpt: A Brookings Institution Press and the Organization of American States publication The services sector—including financial services, telecommunications, transportation, tourism, and professional services—has become critical to the continued economic dynamism in the Americas. And the quality and competitiveness of this sector are essential to economic growth and development. On average, services—increasingly traded in more numerous and far-reaching ways than goods—account for nearly two-thirds of the gross domestic product of the Western Hemisphere. The importance of the sector, however, is disproportionately large in Central America and the Caribbean, where it often is the major source of employment and of foreign exchange. This timely volume is the first to review and analyze trade agreements covering the services sector in the Western Hemisphere and their relationship to the General Agreement on Trade in Services (GATS), in force since 1995 as an integral part of the World Trade Organization (WTO). Negotiations on liberalizing services trade are continuing at the multilateral, the regional or hemispheric, and the subregional levels. It is imperative to understand what is being discussed and implemented at these different levels and to articulate the linkages and relationships among the various agreements and the disciplines and obligations they contain. Services Trade in the Western Hemisphere informs the reader about these issues and more. Part 1 deals with the main issues relevant to the liberalization of services trade at the multilateral and regional levels, including improvements to the GATS architecture, the scope of regulatory reform, the relationship between the treatment of services and investment, WTO requirements that must be fulfilled by parties to an economic integration agreement, and disagreements brought to the multilateral dispute settlement process. Part 2 examines the scope, content, and liberalizing approach of subregional agreements in the Western Hemisphere, such as the North American Free Trade Agreement and those p
