Due to the flooding, the US Army Corps of Engineers activated the Birds Point-New Madrid Floodway, one of the flood prevention mechanisms of the Mississippi Rivers and Tributaries Project. This levee breach was intended to divert water in order to save the town of Cairo, Illinois, but in the process, it completely destroyed the small African American town of Pinhook, Missouri. In When They Blew the Levee: Race, Politics, and Community in Pinhook, Missouri, authors David Todd Lawrence and Elaine J. Lawless examine two conflicting narratives about the flood--one promoted by the Corps of Engineers that boasts the success of the levee breach and the flood diversion, and the other gleaned from displaced Pinhook residents, who, in oral narratives, tell a different story of neglect and indifference on the part of government officials. Receiving inadequate warning and no evacuation assistance during the breach, residents lost everything. Still after more than six years, displaced Pinhook residents have yet to receive restitution and funding for relocation and reconstruction of their town. The authors' research traces a long history of discrimination and neglect of the rights of the Pinhook community, beginning with their migration from the Deep South to southeast Missouri, through purchasing and farming the land, and up to the Birds Point levee breach nearly eighty years later. The residents' stories relate what it has been like to be dispersed in other small towns, living with relatives and friends while trying to negotiate the bureaucracy surrounding Federal Emergency Management Agency and State Emergency Management Agency assistance programs. Ultimately, the stories of displaced citizens of Pinhook reveal a strong African American community, whose bonds were developed over time and through shared traditions, a community persisting despite extremely difficult circumstances.

Although waterways and ports in the Mississippi corridor move billions of dollars of products throughout the US and foreign markets, in today's world those who live and work on land have little knowledge of the river and the people who work there. In ten years of interviewing, Melody Golding collected over one hundred personal narratives from men and women who worked and lived on “brown water,” our inland waterways. As photographer, she has taken thousands of photos, of which 130 are included, of the people and boats, and the rivers where they spend their time. The book spans generations of river life—the oldest pilot was born in 1917 and the youngest in 1987—and includes stories from the 1920s to today. The stories begin with the pilots who were “broke in” by early steamboat pilots who were on the river as far back as the late 1800s. The early pilots in this book witnessed the transition from steamboat to diesel boat, while the youngest grew up in the era of GPS and twenty-first-century technology. The causes of failure of levees include overtopping, surface erosion, internal erosion, and slope instability. Overtopping may occur during periods of flooding due to insufficient freeboard. The most problematic situation involves the levee being overtopped by both surge and waves when the surge level exceeds the levee crest elevation with accompanying wave overtopping. Overtopping of levees produces fast-flowing, turbulent water velocities on the landward-side slope that can potentially damage the protective grass covering and expose the underlying soil to erosion. If overtopping continues long enough, the erosion may eventually result in loss of levee crest elevation and possibly breaching of the protective structure. Hence, protecting levees from erosion by surge overflow and wave overtopping is necessary to assure a viable and safe levee system. This book presents a cutting-edge approach to understanding overtopping hydraulics under negative free board of earthen levees, and to the study of levee reinforcing methods. Combining soil erosion test, full-scale laboratory overtopping hydraulics test, and numerical modeling for the turbulent overtopping hydraulics. It provides an analysis that integrates the mechanical and hydraulic processes governing levee overtopping occurrences and engineering approaches to reinforce overtopped levees. Much of its prosperity and growth it owed to the commerce which floated along its Ohio River boundary on the way between Pittsburgh and New Orleans. This traffic also sustained a unique African American culture -- saloonkeepers, boardinghouse operators, entertainers, and women who served the steamboat hands between trips. Into this great western metropolis came young Lafcadio Hearn, who after several tentative starts became a newspaper reporter first for the Enquirer and then for the Commercial. Drawn to the Ohio River by his interest in the unusual, Hearn found beneath the rough surface of levee life a kind of cosmopolitan tolerance which emphasized the essential humanity of the community. Hearn's twelve sketches -- here reprinted as a unit for the first time -- are perceptive and sympathetic, yet not highly subjective and romanticized. Collectively they form an important comprehensive picture of African American life in a border city just after the Civil War. Among the earliest of his writings, they also foreshadow the course Hearn's life was to take in New Orleans, the West Indies, and finally Japan.
