Some of the topics examined in this work are land ownership, involuntary servitude, segregation, failure to provide accommodations in charitable and penal institutions, interracial marriage, illegitimate offspring and adoption, as well as consideration of such factors as mob domination at trials of African-Americans, race discrimination in jury selection, racial prejudice of jurors, the voting franchise during reconstruction and its aftermath and attempts to keep African-Americans away from the polls. While lacking a table of cases per se, the treatise is well-annotated with citations to relevant cases, and includes a bibliography and index. Charles S. Mangum, Jr. [1902-1980] was a Research Fellow at the University of North Carolina. His other notable work is The Legal Status of the Tenant Farmer in the Southeast (1952). Book excerpt: Competition and Coercion: Blacks in the American economy, 1865-1914 is a reinterpretation of black economic history in the half-century after Emancipation. Its central theme is that economic competition and racial coercion jointly determined the material condition of the blacks. The book identifies a number of competitive processes that played important roles in protecting blacks from the racial coercion to which they were peculiarly vulnerable. It also documents the substantial economic gains realized by the black population between 1865 and 1914. Professor Higgs's account is iconoclastic. It seeks to reorganize the present conceptualization of the period and to redirect future study of black economic history in the post-Emancipation period. It raises new questions and suggests new answers to old questions, asserting that some of the old questions are misleadingly framed or not worth pursuing at all.

Book excerpt: In The First American Frontier, Wilma Dunaway challenges many assumptions about the development of preindustrial Southern Appalachia's society and economy. Drawing on data from 215 counties in nine states from 1700 to 1860, she argues that capitalist exchange and production came to the region much earlier than has been previously thought. Her innovative book is the first regional history of antebellum Southern Appalachia and the first study to apply world-systems theory to the development of the American frontier. Dunaway demonstrates that Europeans established significant trade relations with Native Americans in the southern mountains and thereby incorporated the region into the world economy as early as the seventeenth century. In addition to the much-studied fur trade, she explores various other forces of change, including government policy, absentee speculation in the region's natural resources, the emergence of towns, and the influence of local elites. Contrary to the myth of a homogeneous society composed mainly of subsistence homesteaders, Dunaway finds that many Appalachian landowners generated market surpluses by exploiting a large landless labor force, including slaves. In delineating these complexities of economy and labor in the region, Dunaway provides a perceptive critique of Appalachian exceptionalism and development.

Book excerpt: Originally published in 1965. The Supreme Court's momentous school desegregation decision of 1954 was a postmortem victory for Albion Tourgée. Just fifty-eight years earlier this once-famous carpetbagger's attack on segregation was crushed in the case of Plessy v. Ferguson. His legal defeat in 1896 typified his frustrated but prophetic career. Tourgée was an idealistic Union veteran who ventured south in 1865. As an advocate of civil rights, political equality, free schools, and penal reform, he was elected to North Carolina's Constitutional Convention of 1868. Olsen records both the fierce struggles and the impressive accomplishments that filled Tourgée's fourteen years in the South. With the collapse of the Southern experiment, Tourgée was inspired to turn to fiction to express his convictions. A Fool's Errand by One of the Fools and Bricks without Straw were classics of their day, providing absorbing accounts and defenses of radical Reconstruction. In 1879 Tourgée went north, where he renewed and extended his crusade for Negro equality by writing, lecturing, and lobbying. For many years he was the most militant and persistent advocate of racial equality in the nation. He was also a vigorous critic of the industrial age, demanding the utilization of federal power in behalf of equality, democracy, and economic justice.
