Book excerpt: The need for national dialogue within states has been gaining momentum ever since the end of the Cold War and the collapse of the Soviet Union. In the emergent new global system, intra-state conflicts have surpassed inter-state conflicts in number and complexity, requiring new instruments, approaches to mediation, and conflict resolution mechanisms. The Lebanese National Dialogue (LND), presided over by Michel Suleiman, the president of the Lebanese Republic from 2008 to 2014, represented a relatively new experiment in inclusivity or internal mediation for Lebanon, which marked a change from outside mediation. The LND was a hybrid mechanism, in which the top political leaders aimed to rectify the constitutional failures and solve the current and future challenges the small and weak Lebanese state was facing. This dialogue was designed along the same lines of the 2006 dialogue, when Nabih Berri, the speaker of the Lebanese Parliament, called for a national dialogue. This latter dialogue was short lived and came to a complete halt, primarily because of Israel’s war with Hezbollah in July 2006. The call for dialogue at that time was seen as a vital measure to respond to the transition period following 30 years of Syrian military presence in Lebanon. This study attempts to examine the LND to determine whether the nature of Lebanese politics would allow internal mediation to solve problems of regional implication, or at least to maintain relative stability and continuity for the political system. The study examines the structure and process of the LND, the strengths and weaknesses of the LND, and the role of supportive dialogue structures. The study also includes an analysis of the national dialogue process, incorporating the Baabda Declaration of 2012 and its aftermath and the controversy over a national defensive strategy for Lebanon.

It has collected first-hand information from stakeholders involved in the national dialogue through 26 interviews with leaders and representatives of political parties, representatives of the Quartet, the mediators of dialogue (UGTT, UTICA, ONAT and LTDH) and figures from the political area who participated in the National Dialogue or have observed it from outside. These data were enhanced by the results of four Focus groups, held in Tunis, Bizerte, Sfax and Douz, designed to gather information on the perceptions of the National Dialogue from a small sample (32 people) of Tunisian opinion in different regions of the country, North and South. A record of a key step in the history of Tunisia EXCERPT The idea of the National Dialogue has always been in the background of the Tunisian transition. A process which was stirred at the slightest difficulty, at the slightest blockage. A process that was certainly not invented by Tunisia, which was first implemented in African countries such as Kenya (2008), Senegal (2009) or Sudan (2014), but also has been experienced in some Arab countries after the Arab Spring, as in Bahrain in 2011, Yemen in 2014 and attempts in Libya in 2013, 2014 and 2015. We must admit that in Tunisia, the National Dialogue could follow its own logics through. This dialogue could bring together politicians, professional organizations, trade unions and representatives of civil society, as in the “National Conferences of Senegal,” which largely helped unlock a serious political and institutional crisis, a dead end situation, by means and process of compromise and consensus. UNESCO’s Bioethics Programme was established to address such issues in 1993. Since then, it has adopted three declarations on human genetics and bioethics (1997, 2003 and 2005), set up numerous training programmes around the world and debated the need for an international convention on human reproductive cloning. Negotiating Bioethics presents Langlois' research on the negotiation and implementation of the three declarations and the human cloning debate, based on fieldwork carried out in Kenya, South Africa, France and the UK, among policy-makers, geneticists, ethicists, civil society representatives and industry professionals. Hybrid Political Order and the Politics of Uncertainty is the first book to critically and comprehensively explore the parallels between the country’s engagement with the recent Syrian refugee influx and the more protracted Palestinian presence. Drawing on fieldwork, qualitative case-studies, and critical policy analysis, it questions the dominant idea that the haphazardness, inconsistency, and fragmentation of refugee governance are only the result of forced displacement or host state fragility and the related capacity problems. It demonstrates that the endemic ambiguity that determines refugee governance also results from a lack of political will to create coherent and comprehensive rules of engagement to address refugee ‘crises.’ Building on emerging literatures in the fields of critical refugee studies, hybrid governance, and ignorance studies, it proposes an innovative conceptual framework to capture the spatial, temporal, and procedural dimensions of the uncertainty that refugees face and to tease out the strategic components of the reproduction and extension of such informality, liminality, and exceptionalism. In developing the notion of a ‘politics of uncertainty,’ ambiguity is explored as a component of a governmentality that enables the control, exploitation, and expulsion of refugees.
