Upon the filing of such petition, if it shall appear that one or both of said parents, or guardian, if there be no parent, reside in said county, the judge of said court shall issue a citiaton, fixing the day and time for the hearing of such petition, which shall be served on one or both of said parents or guardian, if any, if either can be found in said county, not less than two days before the time fixed for said hearing, requiring them to appear on said day and hour and show cause, if any, why said child should not be declared by said court to be a dependent or neglected child and sent to the state home for dependent and neglected children, or otherwise cared for. In case it shall appear by such petition that neither of said parents are living or do not reside in said county, or in case one or both of said parents, or guardian, in case there be no parents, shall endorse on the said peti tion a request that the child be declared to be a dependent child, then the citation herein provided for need not be issued, and the court may thereupon proceed to the ex amination and hearing provided for. It shall be the duty of the officer receiving such citation to use diligence to find and serve the same on one or both of said parents or guar dian who shall represent such child in court; and in case there is neither of these found, then the court shall appoint some probation officer, humane society officer or resident taxpayer of said county to represent said' child in court. In case one or both parents of the child appear in court it shall be the duty of the county judge to explain to the one so appearing the effect of an order of court sending their child to the state home or declaring it to be a dependent child. In case any dependent child is taken away from its parent, parents or guardian under the provisions of this act such parent, parents or guardian shall thereafter have no rights over or to the custody, services or earnings of said child, except upon such condition, in the interest of such child as the court may impose, or where upon proper proceedings such child may be lawfully restored to the parents or guardian. Today, that image has been shattered, due in part to skyrocketing divorce rates, single parenthood, and increased out-of-wedlock births. But whether it is conservatives bewailing the wages of moral decline and women's liberation, or progressives celebrating the result of women's greater freedom and changing sexual mores, most Americans fail to identify the root factor driving the changes: economic inequality that is remaking the American family along class lines. In Marriage Markets, June Carbone and Naomi Cahn examine how macroeconomic forces are transforming our most intimate and important spheres, and how working class and lower income families have paid the highest price. Just like health, education, and seemingly every other advantage in life, a stable two-parent home has become a luxury that only the well-off can afford. The best educated and most prosperous have the most stable families, while working class families have seen the greatest increase in relationship instability. Why is this so? The book provides the answer: greater economic inequality has profoundly changed marriage markets, the way men and women match up when they search for a life partner. It has produced a larger group of high-income men than women; written off the men at the bottom because of chronic unemployment, incarceration, and substance abuse; and left a larger group of women with a smaller group of comparable men in the middle.
