And each of these political decisions takes place within a context in which legal rules - human rights law, refugee law, international humanitarian law - may have their impact. The end of the Cold war seems to have brought about a change in attitude that is not necessarily beneficial for refugees at large. It has removed an imperative, in the sense that refugee movements are no longer distant reflections of imminent conflict nearer home. There is thus no longer any 'political' interest in supporting refugee relief as part of an overall strategy to defeat or contain communism. A new policy of national self-interest now dominates the field. National self-interest is not a bad thing in itself, but today it appears to be untempered by humanitarian concern. Ultimately, the politics of solutions and the politics of prevention are essentially the politics of democratisation and the politics of development.
