Book excerpt: "The Louisiana-Texas Shelf Physical Oceanography Program (LATEX) was supported by the Minerals Management Service (MMS) of the U.S. Department of the Interior. LATEX was divided into three study units; Study Unit A, Texas-Louisiana Shelf Circulation and Transport Processes Study (LATEX A or LATEX Shelf), was conducted by the Texas A & M University System. The LATEX A field program included current mooring measurements, drifting buoys, hydrography, acoustic Doppler current profiling, and meteorological measurements over the Texas-Louisiana continental shelf from the Mississippi River to the Rio Grande. The field program began in mid-April 1992 and concluded in early December 1994. This report covers the data collected as part of the hydrography field component. This data report consists of the main volume, which describes the surveys and provides information on the methods used for data collection and processing, and ten appendices that present the survey data graphically. The data shown in this report have been submitted in digital form to the National Oceanographic Data Center (NODC), a division of the National Oceanic and Atmospheric Administration (NOAA) of the U.S. Department of Commerce; the NODC project number for LATEX A is 0212"--Introduction.

Book excerpt: As appreciation of the interdisciplinary and multidimensional character of environmental issues has increased, there have been attempts to address regional needs more directly. One of these, the Regional Marine Research Program (RMRP), was established by Congress in 1990 to provide a mechanism to fund coastal marine research based on regionally-defined priorities. The RMRP legislation established a system of nine regional marine research boards around the United States. Each board was responsible for planning marine research to address issues of water quality and ecosystem health on a regional scale. Although all nine regions received funding for planning activities and development of a research plan, only the Gulf of Maine RMRP received funding for program implementation. The completion of the Gulf of Maine program, in 1997, presents an opportunity to evaluate whether the process for planning and managing the Gulf of Maine research was adequate, whether the research fulfilled the goals of the program, and whether this experience should serve as a model for similar regional programs elsewhere. Bridging Boundaries through Regional Marine Research is a study of the RMRP, with a specific review of the Gulf of Maine program as well as an assessment of other modesl for regional marine research. This report assesses the need for regional marine research,reviews processes by which regional marine research needs can be defined, and discusses existing programs for regional marine research in the United States. It also identifies short- and long-term approaches that might be taken by NOAA.

Book excerpt: "This report describes the data availability of the SeaData 635-8 wave gauge deployed by the Texas-Louisiana Shelf Circulation and Transport Processes Study of the Louisiana-Texas Shelf Physical Oceanography Program (LATEX). LATEX was funded by the U.S. Minerals Management Service under OCS contract No. 14-35-0001-30509 (Jochens and Nowlin, 1994). This report follows the same format as the LATEX-A Data Report: MiniSpec Directional Wave Gauges (DiMarco et al. 1995a). The two volume MiniSpec Data Report discusses MiniSpec data collected from the beginning of the LATEX field study in April 1992 through December 1994. Kelly et al. (1993) document the calibration and performance of the MiniSpecs during their first year of deployment. This report focuses on the data recorded by the SeaData 635-8 wave gauge. The SeaData wave gauge was deployed six times during the LATEX field program at 3 different locations and recorded bottom pressure only. The observed SeaData pressure records are suitable for estimating wave statistics. One difference between the LATEX Mini- Specs and SeaData data is that the MiniSpecs also recorded current information to provide estimates of the directional wave spectrum. Because the SeaData recorded only bottom pressure, only the non-directional wave spectrum could be estimated. The SeaData instrument also only operated in burst mode and, therefore, did not yield half-hourly seasurface height estimates. Sea surface height may be estimated, however, by averaging the SeaData pressure time series. The availability of sea surface height estimated by the Sea- Data is addressed in the LATEX-A Data Report: Current Meters (DiMarco et al. 1997). In addition to data availability, this report also documents the calculation of wave statistics, such as significant wave height and peak spectral period, which were not provided in the original National Oceanographic Data Center (NODC) distributions submitted to the NODC by the LATEX program. Three data sets per instrument deployment exist for the SeaData wave gauge: the original raw pressure time series, time series of basic wave statistics, and time series of sea surface height. It is clear, however, that the general analyses presented in this report can provide important information and serve as pointers for future, more specific, analyses"--Introduction.

Book excerpt: Fall-winter recurrence of current reversal from westward to eastward is identified on the Texas-Louisiana continental shelf using the current meter [Texas-Louisiana Shelf Physical Oceanography Program (LATEX-A)] and near surface drifting buoy [Surface Current and Lagrangian Drift Program (SCULP- 1)] observations in 1993 and 1994. Reversal events roughly satisfy the Poisson distribution with one current reversal nearly every twelve days. Synoptic winds seem responsible for the current reversal events. Other processes such as offshore eddies shed from the Loop Currents and river run off are less important to change alongshore flow direction at synoptic scales. A statistical model is established to predict the synoptic current reversal using the surface wind observations.
