Developed nations have generally abandoned it as a way for conducting their relations with other countries, and most current warfare (though not all) is opportunistic predation waged by packs—often remarkably small ones—of criminals and bullies. Thus, argues Mueller, war has been substantially reduced to its remnants—or dregs—and thugs are the residual combatants. Mueller is sensitive to the policy implications of this view. When developed states commit disciplined troops to peacekeeping, the result is usually a rapid cessation of murderous disorder. The Remnants of War thus reinvigorates our sense of the moral responsibility bound up in peacekeeping. In Mueller's view, capable domestic policing and military forces can also be effective in reestablishing civic order, and the building of competent governments is key to eliminating most of what remains of warfare.

In the end Bagration cost the Wehrmacht more men and material than the catastrophe at Stalingrad sixteen months earlier. The shattering defeat of Army Group Centre resulted in the loss of over 300,000 men and witnessed Soviet forces pushing exhausted German remnants out of Russia and through Poland to the gates of Warsaw.

In International Relations, regime analysis has been dominated by several generations of regime theory/theorization. As this book makes clear, not only has the IR Regime Theory been of limited utility for security domain due to its heavy focus on economic and environmental regimes, but it, too, heuristically suffered from its rigid pegging to general IR Theory. It is not surprising then that the evolution of IR Regime Theory has largely been mirroring the evolution of IR Theory in general: from the neo-realist/neo-liberal institutionalist convergence regime theory; through cognitivism; to constructivist regime theory. The commitment of this book is to remedy this situation by bringing together robust power analysis and international security regimes. It provides the reader with a theoretically and empirically uncompromising and comprehensive analysis of the selected international security regimes, which goes beyond one or another school of IR Regime Theory.
