The United States has a literature fine and forceful, and though the language is the language of England the voice is her own: her writers have a vigorous national note, and narrate and sing the achievements of their ancestors and contemporaries in a manner characteristic of a nation that in so short a time has attained a giant's proportions. Has Canada such a voice? Book excerpt: Excerpt from English for New-Canadians This manual has been written with the intention of helping the adult foreigners, especially those Of the industrial class; though it can be used with equal success in teaching children. Almost one-eighth of the total population of Canada at the present time is foreign, a large percentage being adult, and while the children are taught English in our Public Schools, the parents do not have this opportunity with the result that there is a tendency on the part of the children to despise their parents on account of their ignorance of the English language, thus bringing about a break in the home in uence. Besides, a large percentage of the adult foreigners are not illiterate consequently are in a position to learn English pro vided they are given some assistance. Many derive their first knowledge of the language from the illustrated sections of our newspapers, while they are daily surrounded by printed English in the way of signs, directions and instructions. With this in mind the illustrations of upwards a thousand common objects, along with their English names, have been gathered together in this manual. The eye has been appealed to as well as the ear and every effort has been made to make the work concrete. For instance, no abstract nouns are used and most of the verbs are action verbs, while the. Eye takes the place of the dictionary. When the new-canadian looks at the picture of a 'table, ' he knows the name of it in his own lan guage and his desire is to know its name in English. A com parison of numbers will give him this. Hence it will appeal to the new-canadian of any nationality. It is not -essential that he Should pronounce every word since the word image willstay with him and he will associate it with the object. Many native-born Canadians have learned to read and understand foreign languages who have never heard a syllable spoken. Naturally the new-canadians with a teacher will progress much more rapidly. For a beginning the teacher should teach his class the numbers up to perhaps fifty. Have them repeat the numbers in concert Since this overcomes any timidity they may have. Then let the teacher point out the picture of 'door' saying that 'one' is 'door' and pointing immediately to the printed word 'door.' DO this with 'key' and so on until all the objects have been pointed out and named. When all the words in the first lesson have been repeated in concert several times, each learner may be asked to repeat them by himself until he has a fair pronunciation. Canadians who are inclined to resent this should reflect on the meagreness of their own knowledge of Australia or even of Great Britain and Ireland, and on the greater ignorance of Canada to be found everywhere in the Republic which immediately adjoins their borders. The truth is that the concerns of our own neighborhood and land are so pressing and import-ant that an effort is required to learn anything accurately about any other country. But the British Empire is now rising on the horizon as a reality to the average man; and therefore it is fitting that the youth of the parent kingdoms should know. something of those daughter nations which have steadily rejected that extraordinary vision of piecemeal dismemberment, which, half a century ago, was cherished by a not unimportant section of economists with a faith child-like and sincere, as if the vision had been vouchsafed to their spirits by God. There is place now for a text-book in British schools on the Dominion of Canada, - a vast region bounded on three sides by three oceans and on the fourth side by the watershed of the continent, - a country with a varied history, with interesting problems, with infinite resources, and with a people just awakening into national self-consciousness. Mr. Peacock has been selected to write the text book, and the work has been to him a labour of love, done with literary kill as well as conscientiousness and a sympathetic insight into the needs of schools. Canada has had heroic epochs of different kinds in the course of her development. Parkman describes those of the old or French regime, from the time of Champlain to the day when Wolfe and Montcalm fell on one battlefield behind the old city founded by Champlain. A reactionary never destroys anything in these days, though his doctrines may be kept alive through opposition, even making some headway under such con ditions. We are prone to accentuate difficulties if they be flavoured with race or religion. There is the kernel of most of the trouble which arises out of such controversies. This bilingual question, the outcome of trouble between the Irish and French Roman Catholics, was in no way - as I see it - started by reaction aries in Quebec - though it doubtless has their whole-hearted support. May I liken the situation to two neighbours. One does something that the other regards as offensive, and the attention of the offender is drawn to it. The answer of the latter is: I believe my action in the matter complained of is in the best interests of my family; it is being done within my own property and I am quite within my rights. To me, he would be a better neighbour if he clearly stated his position as above, and then added that he had no desire to be offensive, and was willing to hear what the offended party had to say. If there should happen to be anything in his contention, the offender might find it possible to very fully carry out what he had in view, and in a way that would be inoffensive to his neighbour. Let us for a moment look at the situation in Theocratic Quebec. I am not insensible to certain conditions which have prevailed nor to the fact that the church in years gone by has influenced the legislature, and may be doing so still for all I know. If it should be, it is purely on subjects bearing on the the spiritual well-being of its adherents. It is claimed that evidence is to be found in the exemption from taxation of a vast amount of church property. It is true that that exemption applies equally to the properties of all religious bodies. It is claimed that the various organizations of the Roman Catholic Church are the holders of a very heavy percentage of exempted property; this, however, is a subject of controversy, as some Protestant bodies hold very valuable church properties in the city of Montreal. There does appear to be evidence in the Province of Quebec of the power of the Roman Catholic Church in the continuance of the system of tithes prevailing in certain localities whereby the majesty of the law is behind the church in the collection of its revenues from its people.
