Gregg of the University of California, with the addition of lists of trees, shrubs and flowers, suitable for school grounds, furnished by Assistant Professor Ralph T. Stevens, and Miss K. D. Jones, while designed to meet some of the immediate and pressing needs of our schools, has elements of permanent value. It, therefore, should not only receive careful consideration now, but be kept for future reference and study whenever the planning or planting of school grounds is to be undertaken. The detailed plans for grounds are sufficiently numerous and varied to be distinctly helpful to any district where the school grounds are ample enough to admit of landscape treatment. Grounds of such amplitude are of course desirable for every school. It is not always feasible to provide them in large cities, but there is no suburban or rural district in California that can not have them if only there be a' resolute and an intelligently directed effort to do so. In districts where the present population is too small to provide or to maintain such grounds, the desired ends can be obtained by judicious consolida tion of neighboring schools. Such consolidation would result in a triple benefit, for not only could the school grounds be enlarged and beauti fied, but the school buildings could be made more spacious, and more convenient, while the courses of instruction, made more numerous and more varied, could be carried on under better conditions. The counts in the indictment which have been brought against it through all these years differ but little, unattractive sites, miserable buildings, insufficient equipment, poorly prepared and poorly paid teachers, inadequate and incom petent supervision, unevenly distributed enrollment, irregular attendance, meager curriculum, and a poorly conducted school. Although it is true that much progress has been made in these particulars during the past three - quarters of a century, and although in certain localities conditions are con sidered fairly satisfactory, the need for reform is more strongly and more generally expressed to - day. Book excerpt: Excerpt from The Rural School Plant: For Rural Teachers and School Boards, Normal Schools, Teachers Training Classes, Rural Extension Bureaus Investigations of school systems made in recent years have revealed a number of physical conditions which are wholly indefensible. Many of these conditions might readily be remedied, if the problems connected with them were properly understood by the people who are responsible for their existence. These problems are very much the same in all elementary schools, whether in urban or rural localities. Their importance, however, is ordinarily more appreciated in the urban than in the rural community. For this reason a presentation of the conditions necessary to make the rural school a better physical plant and an institution of greater service to the community is worthy of our best efforts. We may differ as to the means whereby this can most successfully be accomplished. We may even feel that the effort to redeem the one- and two-teacher rural school from its shortcomings is a questionable policy, in view of the greater efficiency of the consolidated school. But with our democratic form of school government we can not hope to eliminate the small rural school, until we can build up an appreciation of what a better plant can give us. In many instances this appreciation can best be secured by increasing the efficiency of the existing rural school plant. In a great many other cases it is the only means whereby the rural school population of this and possibly the next two or three decades can hope to secure such a training as will give it an inkling of the real problem of school education. As long as only feeble efforts are made to improve the rural school as it exists in most of the localities where it is established, or as long as the efforts made reach beyond the vision of the rural voter, hundreds of thousands of boys and girls in poor schools will grow up with such narrow conceptions of the mission of the public schools that improvements which should come within a generation are delayed for a century. Timely and well directed efforts to improve the rural school are sure to bring their rewards not only in increased opportunities to the children who attend, but also in an enlarged vision of the value of the public school to the community as a whole.
