But, while I am ready to believe that the public business is more honestly conducted to-day in the majority of our capitols and city halls than it was in 1870, I can see no ground for ex pecting that the amelioration will be permanent. Particular enormities may never be repeated, but the species is the native and inevitable product of our present political system, and will multiply in number and variety till the defects of that system are corrected. Moreover, no improvement whatever appears in the competency of the men who are put in charge of the public interests. Nevertheless, the topic in the ensuing discussion where I have most failed to satisfy myself is this very matter of setting forth the existing state of public affairs. The sketch is not only scanty, but broken, unskilful and most incomplete. But I console myself with the reflection that, as no painter was ever yet able to spread upon the canvas the common brute land scape in all its variety of motion, form and color, so must literary art forever fail perfectly to portray the complex, ever changing and innumerable phenomena of political society. I comfort myself also with this, that intelligent readers will easily be able, by recollection and the conclusions of reasonable analogy, to fill out the picture. The original title of the course was The Empire and the Outer World, and it was designed to draw the attention of its hearers from an excessive preoccupation with the momentous events taking place on the continent of Europe to a remem brance that Britain's true concern is rather with the affairs of the world as a whole than with the narrower details of purely territorial questions with which the land powers of Europe are so intimately concerned. Unavoidable difficulties prevented the course having so great a unity of subject and treatment as is usually aimed at by the Imperial Studies Committee, but the papers contain so much of interest in themselves that it has been thought well to collect and publish them in a companion volume to others in the Imperial Studies Series. While the volume was passing through the press the ranks of higher journalism sustained a serious loss through the untimely death of Mr. I. E. Mackenzie, one of the last of whose tasks was the correction of the proofs Of his article on The Colonial Aspirations of Germany. Book excerpt: Excerpt from Political Ballads: Published in England During the Commonwealth Our little volume contains those most worthy of being reprinted among the Political Ballads which issued from the press during the agitated period from the Civil Wars to the Restoration. It will be seen that they belong chiefly to two distinctphases of the great political struggle, and they may therefore be conveniently arranged in two divisions. The first relates to the period between the close of the Civil Wars (when Charles the First fell into the hands of the victorious parliament) and the king's execution. During this period, the intrigues of the royalists (from whom a large portion of these ballads emanated) were more dangerous to the safety of the parliament than their arms had been in the field. Charles ruined himself by his dishonest evasions and his indirect and underhand mode of acting. The following ballads Show that even the royalists themselves were convinced of the sincerity of the parliament ary leaders in the intention of restoring the king on conditions which should effectually guarantee their liberties; yet they were in the mean time busy fomenting jealousies between the two great parties of the Independents and the Presbyterians; and the king with singular fatuity received the prepo sitions of the parliament with one hand, and de clared almost publicly his treacherous intentions with the other. The parliamentary leaders soon saw that the restoration of the king must be the signal of their own ruin, and they perceived at the same time that, so long as he lived unrestored, the state could hope for no tranquillity - they then resolved to bring him to the block. The second portion of these ballads relates to a posture of affairs which in many respects bore a close resemblance to the former. The powerful hand of Cromwell no longer kept in control the rage of partyism; his son Richard had been obliged to retire from the scene and the contend ing parties in the restored Commonwealth made room for the renewed intrigues of the royalists. Instead of a king at home and in captivity, there was one free, but in a foreign land. Most of the skilful hands who had guided the vessel of the state through so many troubles, were departed; and the man who became suddenly master by the chances of the moment, conscious of his own incapacity, and unable to foresee the future, be trayed the cause which he pretended to support, to secure his own personal impunity. The conse quenco was, after twenty-eight years of misgovern ment, the more effectual, though less bloody, revolution of eighty-eight.
