Something is in the air of which we are vaguely conscious long before we can definitely make out what it is. There are hints to-day of a new method of treating social phenomena, by presenting an accurate picture of them with a view to demonstrating the laws which determine and govern them. Man, it is thought, can thread his way through the midst of these phenomena and handle them with all the certainty of precise knowledge. A great revulsion of feeling has taken place. Until recently the mere idea of the scientific and methodical observation of social phenomena encountered the most determined opposition on all sides. No one would admit that a man who devoted himself to studies of the kind, however rigorous his methods might be, could succeed in disentangling some threads of the huge and complex web of society. Only the wiser heads of politicians, from their heights of power or speculation, were considered qualified to grapple with the problem and to offer to the rest of the world such solutions of the ever-changing riddle as time and place seemed to require. Thus the true method of all reliable knowledge was reversed, that method which, instead of proceeding from a confused and summary view of a vast whole to the consideration of the part, proceeds from the study of the most minute part to that of a contiguous part, and thence little by little, without risk of error, to that of the whole. Book excerpt: Since the mid-nineteenth century, public officials, reformers, journalists, and other elites have referred to “the labour question.” The labour question was rooted in the system of wage labour that spread throughout much of Europe and its colonies and produced contending classes as industrialization unfolded. Answers to the Labour Question explores how the liberal state responded to workers’ demands that employers recognize trade unions as their legitimate representatives in their struggle for compensation and control over the workplace. Gary Mucciaroni examines five Anglophone nations – Australia, Canada, Great Britain, New Zealand, and the United States – whose differences are often overlooked in the literature on political economy, which lumps them together as liberal, “market-led” economies. Despite their many shared characteristics and common historical origins, these nations’ responses to the labour question diverged dramatically. Mucciaroni identifies the factors that explain why these nations developed such different industrial relations regimes and how the paths each nation took to the adoption of its regime reflected a different logic of institutional change. Perhaps no one subject connected with the war, aside from those having immediately to do with direct military operations, has aroused a greater interest in the minds of the public than have changes induced in the labor situation. The editor requested Professor Hammond to take up the subject, believing that his years of study of labor questions, and his familiarity with innovations in Australia elsewhere, would enable him more quickly to understand and more justly to appreciate the importance of such radical changes as the war induced in the conditions of employment and life of the workers of the world. His treatment has justified this confidence. Aside from contributing to our information on the condition of labor in the war, professor Hammond's discussion will help the public to juster conclusions on many matters commonly described as a dispute between labor and capital, though more correctly described as between the systems of economic liberalism and social control of capital. Many of the critics of economic liberalism seem to show by their comments that their familiarity with the doctrines of liberalism are second hand. As in their theology they are presbyterians, perhaps, because their fathers and mothers were, so they are solidarists and critics of liberalism because their teachers were so. They bitterly assail Ricardianism, but have never read Ricardo. Many of the prophets fail to see, or seeing fail to admit, that the aim of the individual system of economic philosophy is precisely the same as that of the system of so-called social solidarity, the improvement of the economic life of the individual human being. Economic liberalism, as a system, has contributed, as shown by men like Hermann Levy, very largely to the progress of humanity. Book excerpt: Excerpt from The Labour Question: Being an Abridgement of Henry George's Condition of Labour In 1901 he became managing director of an engineering works in the south of Scotland, a post which he held up to the time of his death in 1923. He came to his work with no knowledge of business or business management; but he always kept clearly before him the idea that the works were to be carried on so as to be a benefit to all concerned and to that end he strove with all his might. He realised that sympathetic understanding and friendly co-operation between employers and employed were the first considerations it was in that spirit that he met all the difficulties that are inevitable in such undertakings. Inspectors and visitors to the works frequently remark on the general atmosphere of good fellowship and keenness over work which is apparent during a walk through the shops, and they sometimes ask how such a state of things is brought about. Had they known the personality of Harry Davies, the spirit which animated him and his power of communicating that spirit to Others, they would have understood. He truly loved his fellow men and his deep human sympathy and love of liberty and truth and justice inspired him with the belief that these could be reached if only people would faith fully follow the light of reason. He believed that a better understanding among men was possible, and longed for it passionately, and strove for it in all his activities. His struggle at the works was not merely to make his own living in his own way, but to win conditions under which all concerned in the works might co-operate to the utmost of their ability in freedom and justice. What was achieved was achieved only because of his belief in a wider emancipation, which could only be reached by eliminating monopoly from industry according to the principles of Henry George. Under existing economic conditions the conflict between capital and labour was a dog fight in which each side, ignoring the fact that both were hampered and oppressed and robbed by. Monopoly, turned on one another; and instead of freeing themselves from the common enemy of land monopoly, employers and employed attempted to arm themselves for their mutual conflict with similar weapons of restriction and tyranny. In dealing with East London (and afterwards with Central London and Battersea) the unit taken was the family. In extending over the larger area the street has been substituted as a working basis. Instead of noting the number of children going to school from each household with the employment and social position of its head, we have contented ourselves with stating the number of children street by street, dividing them as to class according to what is known of the parents, but giving only general particu lars of the occupations. The result is, that the division of the population according to the conditions under which they live has been maintained, but that according to employment has been dropped. It is no improvement to omit from the statistics particulars as to employment, but in order to cover the whole ground in a reasonable time it was necessary to lighten the work. Moreover, I hope to be able to deal with the industrial Side of the question later in another and more complete way.
