Book excerpt: The unresolved territorial dispute between Japan and Russia over the South Kuril Islands/Northern Territories remains the largest obstacle to concluding a peace treaty and fully normalising bilateral relations between the two nations. This book traces the evolution of transnational relations between subnational public authorities in Hokkaido and Sakhalin, examining the interrelationship between these ties and the Russo-Japanese territorial dispute. The book investigates why the development of Hokkaido-Sakhalin relations has failed to create, at the subnational level, an environment conducive to resolving (kankyo seibi) the South Kuril Islands/Northern Territories dispute. Brad Williams suggests that kankyo seibi has not worked primarily because Russia’s troubled transition to a liberal democratic market economy has manifested itself in ways that have ultimately increased the South Kuril Islands’ intrinsic and instrumental value for the Sakhalin public and regional elite. This in turn has limited the impact from the twin transnational processes of cultural and economic exchange in alleviating opposition to the transferral of these disputed islands to Japan. Drawing upon a wealth of primary and secondary sources from both countries, this book utilises levels of analysis and an analytical framework that incorporates national and subnational, as well as governmental and non-governmental forces to discuss a relatively unexplored aspect of Russo-Japanese relations. As such, Resolving the Russo-Japanese Territorial Dispute will appeal to students and scholars of Asian politics, international relations and post-communist states.

For Japan, the Dokdo issue may lack the same degree of strategic and economic values and emotional appeal as the other two territorial disputes that Japan has had with Russia and the two Chinas – namely the Northern Territories/Southern Kurile Islands and the Senkaku Islands, respectively. Nevertheless, fishing resources and the maritime boundary issues became highly salient with the introduction of UNCLOS. Also, the legal, political, and economic issues surrounding Dokdo are all intertwined with Japan’s other territorial disputes to the extent that concessions of sovereignty on any of these island disputes could jeopardize claims or negotiations concerning the rest. South Korea and Japan have forged a deeper diplomatic and economic partn- ship over the past decade. A new spirit of partnership after the landmark joint declaration of 1998 culminated in the successful co-hosting of the World Cup 2002. At the end of 2003 the two neighbors began to negotiate an FTA to further strengthen their already close economic ties. South Korea’s decades-long embargo on Japanese cultural products has now been lifted, while a number of South Korean pop stars are currently sweeping across Japan, creating the so-called “Korean Wave” fever. A pragmatic calculation of national interests would thus suggest cooperative behavior.

Focusing on non-state actors rather than political elites, Alexander Bukh explains how and why apparently inconsequential territories become central to national discourse in Japan, South Korea, and Taiwan. This book provides a comprehensive analysis of Japan’s prospects of ever recovering these "Northern Territories". Offering an in-depth account of why the Japanese side believe they still have a chance of securing the return of the four islands, it also provides an objective and methodical evaluation of the prospects of these expectations being realised. The key finding is that Japanese policymakers and scholars have consistently overestimated the extent of Japan’s leverage with regard to Russia, and that there is, in fact, already no possibility whatsoever of sovereignty over the four islands being restored to Japan. This has major implications for Japanese decision makers who must balance their principled commitment not to compromise on territorial issues with more pragmatic considerations of energy security and how to contain the rise of Chinese regional power. The volume compares the national worldviews, priorities, and strategic visions for the Chinese and Russian leadership, examining several aspects of the relationship in detail. The energy trade is the most important component of economic ties, although both sides desire to broaden trade and investments. In the military realm, Russia sells advanced arms to China, and the two countries engage in regular joint exercises. Diplomatically, these two Eurasian powers take similar approaches to conflicts in Ukraine and Syria, and also cooperate on non-traditional security issues including preventing coloured revolutions, cyber management, and terrorism. These issue areas illustrate four themes. Russia and China have common interests that cement their partnership, including security, protecting authoritarian institutions, and re-shaping aspects of the global order. They are key players not only influencing regional issues, but also international norms and institutions. The Sino-Russian partnership presents a potential counterbalance to the United States and democratic nations in shaping the contemporary and emerging geopolitical landscape. Nevertheless, the West is still an important partner for China and Russia. Both seek better relations with the West, but on the basis of 'mutual respect' and 'equality'. Lastly, Russia and China have frictions in their relationship, and not all of their interests overlap. The Sino-Russian relationship has gained considerable momentum, particularly since 2014 as Moscow turned to Beijing attempting to offset tensions with the West in the aftermath of Russia's annexation of Crimea and intervention in Ukraine. However, so far, China and Russia describe their relationship as a comprehensive 'strategic partnership', but they are not 'allies'.
