Book excerpt: Despite western Europe's traditional disdain for the United States' "adversarial legalism," the European Union is shifting toward a very similar approach to the law, according to Daniel Kelemen. Coining the term "eurolegalism" to describe the hybrid that is now developing in Europe, he shows how the political and organizational realities of the EU make this shift inevitable. The model of regulatory law that had long predominated in western Europe was more informal and cooperative than its American counterpart. It relied less on lawyers, courts, and private enforcement, and more on opaque networks of bureaucrats and other interests that developed and implemented regulatory policies in concert. European regulators chose flexible, informal means of achieving their objectives, and counted on the courts to challenge their decisions only rarely. Regulation through litigation-central to the U.S. model-was largely absent in Europe. But that changed with the advent of the European Union. Kelemen argues that the EU's fragmented institutional structure and the priority it has put on market integration have generated political incentives and functional pressures that have moved EU policymakers to enact detailed, transparent, judicially enforceable rules-often framed as "rights"-and back them with public enforcement litigation as well as enhanced opportunities for private litigation by individuals, interest groups, and firms.

Yet many works that are attributed to this Indigenous artist cannot be firmly documented as he is nearly absent in traditional archival records. Susan Webster seeks to analyze not only the visual imagery and material culture of his many works, but she also seeks to lay the foundation for understanding how scholars can revive the life and records of artists and other historical figures--many of whom were Indigenous in this period--with different methodologies. By cultivating artistic theory, popular religious devotion, and specific styles of sculpture, Webster's examination of the labor and workshop practices of this period contextualize the extensive commercial networks that existed within Quito and emanated beyond it. Webster explores the reason why authors constructed an almost completely fictional life story and canon for this artist that continued for two centuries, how this story fueled the agendas and goals of these authors in melding the colonial past with a newly independent country that could measure itself against western European culture, and as a potent story for tourists. She then considers the ways in which Caspicara's work was at the center of debates of sculpture versus painting in Quito. These debates and their development in the city also add context to notions of authorship, and how it was documented (or not). By exploring the professional world where he worked, Webster's analysis of Indigenous sculptors and their family networks of labor and apprenticeship in the arts allow us to understand the changing workforce and materials for sculptures. This analysis also reveals what day-to-day life may have been for Caspicara, and how this routine informed the artistic choices available to him. Archival materials indirectly offer glimpses into how patrons regarded Caspicara and his work, and how the work of others later embellished or altered his original vision. Throughout the chapters, visuality, materials, and reception challenge the typical obsession of art historians, museum curators, and auction houses in their hunger to attribute authorship in ways that increase the value, both for prestige and monetary reasons, and in ways that end up obscuring authorship and intent"--

The results have been so impressive and have so aroused the enthusiasm 01' young hematologists that it has become fashionable in so me quarters to consider the microscope an "extinct instrument" and morphology littlc more than an outmoded (if agreeable) pastime of little scientific interest. One of the consequences is the wish of some investigators to study cytology without the aid of their eyes. The present book makes us realize once more that morphology is the science of structure and shape and that its aim is not to colJect pictures but to understand them. It is true that microscopic observation, even when made with the electron microscope, cannot by itself answer some basic questions of celJ biology. However, the hematologist who uses only a single technique is like a person who would describe the world from the point of view of a single sensory organ and would refuse the aid of the others.

This volume explores and explains the actors’ strategic responses and emphasises that domestic pressure has triggered both depoliticisation and politicisation. Long gone are the times when EU decisions left citizens indifferent, and when the supranational was largely irrelevant for public opinion and electoral politics across the member states. Instead, a string of existential crises has struck and unsettled the Union over more than a decade. These crises have politicised Europe, tested the endurance and survival of the supranational system to its core, and put EU-level actors under unprecedented pressure. This volume explores how and why EU-level actors respond to the various, sometime competing, ‘bottom up’ demands, and challenges the view that domestic contestation necessarily limits EU-level room for manoeuvre. Instead, contributions show that domestic pressure can be perceived as either constraining or enabling, with responses, therefore, ranging from the restrained to the assertive. Driven by the survival of the Union, by the preservation of their own powers, and by different perceptions of domestic demands, actors will choose to politicise or depoliticise decision-making, behaviour and policy outcomes at the supranational level. The volume concludes that whilst domestic pressure triggers supranational responses, such responses should not be assumed to be restraining; they may equally be empowering including for European integration itself.
