Book excerpt: Oirat-Kalmyk are Western Mongols that since the late 14th century stand in opposition to the Eastern Mongols like Khalka, Tümed, Buryat etc. They dominated for hundreds of years the western Central Asian steppes often in a fighting competition with Khazaks, Nogai and other Turkic nomadic tribes. The Dzungar Khanat of the Oirat was destroyed by Manchu China in 1757, but the death throes for the Oirat and Kalmyk community came in the middle 20th century when the limitless steppes became divided between socialist states with closed or at least fixed borders. Different groups of the Oirat-Kalmyk today live in four different states in a diaspora that threatens their common ethnic identity. In recent years borders that had been closed for decades opened again for mutual contacts and the Oirat again are looking for a common identity across borders, an identity that focuses on a common language, script and religion. The Oirat-Kalmyk are embedded in multi-ethnic social structures in which they have developed a great deal of adaptability to the environment as much as a conception of the own identity. This book presents various topics discussed at the international conference on Oirat and Kalmyk Identity in the 20th and 21st century at the Göttingen State- and University Library. The authors investigate Oirat cultural and linguistic heritage from different perspectives such as youth culture, internet language, dances and songs, as well as history, literature, linguistics and religion. Drawing on an unparalleled body of Russian and Turkish sources--including chronicles, epics, travelogues, and previously unstudied Ottoman archival materials--Michael Khodarkovsky offers a fresh interpretation of this long and destructive conflict, which ended with the unruly frontier becoming another province of the Russian empire.Khodarkovsky first sketches a cultural anthropology of the Kalmyk tribes, focusing on the assumptions they brought to the interactions with one another and with the sedentary cultures they encountered. In light of this portrait of Kalmyk culture and internal politics, Khodarkovsky rereads from the Kalmyk point of view the Russian history of disputes between the two peoples. Book excerpt: The main focus of the book is institutional change in the Scandinavian model, with special emphasis on Norway. There are many reasons to pay closer attention to the Norwegian case when it comes to analyses of changes in the public sphere. In the country’s political history, the arts and the media played a particular role in the processes towards sovereignty at the beginning of the 20th century. On a par with the other Scandinavian countries, Norway is in the forefront in the world in the distribution and uses of Internet technology. As an extreme case, the most corporatist society within the family of the “Nordic Model”, it offers an opportunity both for intriguing case studies and for challenging and refining existing theory on processes of institutional change in media policy and cultural policy. It supplements two recent, important books on political economy in Scandinavia: Varieties of Liberalization and the New Politics of Social Solidarity (Kathleen Thelen, 2014), and The Political Construction of Business Interests (Cathie Jo Martin and Duane Swank, 2013). There are further reasons to pay particular attention to the Scandinavian, and more specifically the Norwegian cases: (i) They are to varying degrees neo-corporatist societies, characterized by ongoing bargaining over social and political reform processes. From a theoretical perspective this invites reflections which, to some extent, are at odds with the dominant conceptions of institutional change. Neither models of path dependency nor models of aggregate, incremental change focus on the continuous social bargaining over institutional change. (ii) Despite recent processes of liberalization, common to the Western world as a whole, corporatism implies a close connection between state, public sphere, cultural life, and religion. This also means that institutions are closely bundled, in an even stronger way than assumed for example in the Varieties of Capitalism literature. Furthermore, we only have scarce insight in the way the different spheres of corporatism are connected and interact. In the proposed edited volume we have collected historical-institutional case studies from a broad set of social fields (a detailed outline of contents and contributors is attached): • Critical assessments of Jürgen Habermas’ theory of the public sphere • Can the public sphere be considered an institution? • The central position of the public sphere in social and political change in Norway • Digital transformations and effects of the growing PR industry on the public sphere • Institutionalization of social media in local politics and voluntary organizations • Legitimation work in the public sphere • freedom of expression and warning in the workplace • “Return of religion” to the public sphere, and its effects

Book excerpt: Locality, History, Memory: The Making of the Citizen in South Asia was born out of the need to interrogate the tropes through which place, history and memory underpin notions of citizenship in present Southasia. Time as both time present and time past is framed here in two settings: as privileging both place (material or ideological site) and space. The latter refers to religion, oppression, marginalization and/or dalitisation. Time transcends both site/location and actual physical boundaries. Locality or location is therefore envisioned in terms of both actual place as well as a gateway to a larger space, in terms of a situation where historical memory negotiates the increasingly complex present. Agency and contingency therefore assume a critical importance here. Citizenship, far from being a discrete entity, is found to be multidimensional: it refers to formal status and the legal status of nationality and citizenship authenticated in the passport, but it also refers to rights and privileges; identity and solidarity, religious beliefs and a sense of belonging. Moving away from the role of the state, which has been at the centre of all inquiries on citizenship, we ask here the following questions in Locality, History, Memory: How does our history enforce or dilute the notion of the citizen? How far does memory strengthen or weaken it? What role does features not normally associated with citizenship such as access to natural resources, or ritual, faith and religion play in reinforcing such a status? History in the end is written by the historian and it was easy to map the changing methodologies used by the historians to essay the past but this is becoming increasingly difficult now. Another twist is the shift to hypertext at a popular level echoing what the late E H Carr had once called ‘bringing more and more people into history’. These so called alternative histories or people’s histories are becoming more and more popular because of the point at which we are located in time. Moreover, devices afforded by the new media enable these alternative histories to have an immediacy that the conventional historical format lacked. The collapse of state control over the new media has led to the resurgence of many archaic voices unimaginable just a decade ago.

Book excerpt: In Redefining Heresy and Tolerance, Hung Tak Wai examines how the Qing empire governed Muslims and Christians under its rule with a non-interventionist policy. Manchu emperors adopted a tolerant attitude towards Islam and Christianity as long as political stability and loyalty remained unthreatened. However, Hung argues that such tolerance had its limitations. Since the mid-eighteenth century, the Qing court intentionally minimised the importance of the Islamic identity. Restrictions were imposed on the Muslims’ external connections with Western Asia. The Christian minority was kept distant from politics and the Han majority. At the same time, Confucian scholars began to acquire a new understanding of religion, but they were not encouraged to get in touch with the Muslims and Christians. This book demonstrates how, from the late eighteenth to the early nineteenth century, the Qing government prevented Confucian scholar-bureaucrats from interfering in the religious life of Christians and Muslims, and how the Confucians’ understanding of ‘religion’ was reshaped during the implementation of such policy in the period.
