This book examines the question in relation to the performance of the European Commission's intra-institutional setting while taking stock of the most relevant legislative developments and acts in the EU Area of Freedom, Security and Justice (AFSJ) from 2014 up to the end of 2018. These developments are critically assessed in view of the rule of law and fundamental rights standards enshrined in the Treaties and the EU's Better Regulation commitments. The book argues that this has been the Commission of crisis and that the 'politics of crisis' have not benefited the Juncker Commission overall. They have allowed for greater intergovernmentalism, rule of law backsliding, informalisation and exceptionalism in EU AFSJ policies. The book puts forward a set of policy priorities for the next Commission term from mid-2019. It recommends unequivocally placing EU founding principles first - rule of law, fundamental rights and democracy - as these reinforce each other and work together in safeguarding the constitutional core of the EU and its member states. They are also key ingredients for ensuring the legitimation and credibility of European integration and maintaining social trust.

Empirically, it offers an insider's chronicle of the European Union between 2015 and 2019. The analysis traces the successes and failures of Commissioner Pierre Moscovici and his team on five issues that defined European politics between 2015 and 2019: the Greek crisis, budgetary disputes with Spain and Portugal, the rise of populism in Italy, the reform of the eurozone, and the fight against tax evasion. The aim is not to ascertain whether the Commission's policy was good or bad, but to understand how political work is done in a European Union where the 'spectacle of power' is blurred by 24 official languages, 28 national histories, a powerful technocracy, and sometimes opaque institutions. As a life-long socialist politician and former French finance minister, Pierre Moscovici was perhaps the most intensely political character in Jean-Claude Juncker's self-styled 'Political Commission'. Brandishing his leftist identity, rejecting technocratic talk, he surrounded himself with staffers sharing his ambition - but also critical of his actions. Shadowing them from the corridors of the Berlaymont, the seat of the European Commission, to Washington and Athens, The Political Commissioner throws light on the partisan struggles that shaped the Juncker Commission, tensions with the Eurogroup and the Parliament, and recurring conflicts with the Member States. It also shows how political staffers operate informally and in their interaction with the media and civil servants, as they craft and sell public policies to the public. In a case study on President Jean-Claude Juncker's term of office, the authors of this volume analyse how the EU Commission set and advanced certain political priorities between 2014 and 2019. The analysis focuses on the ten political priorities which the Juncker Commission retained in all of its annual work programmes from its inception onwards, starting with its self-proclaimed role as a 'political commission'. However, this study's assessment of the 'politicisation' of integration policy is ambiguous: On the one hand, the Juncker Commission deliberately adopted politicised issues and tried to use them as opportunities for political leadership as well as to hone its own institutional profile. On the other hand, controversies and crises repeatedly forced the EU Commission to resort to damage control.

Within its five-year terms each Commission proposes up to 2000 binding legal acts and therefore crucially shapes EU policy, which in turn impacts on the daily lives of more than 500 million European citizens. However, despite the Commissions key role in setting the agenda for European decision making, little is known about its internal dynamics when preparing legislation. This book provides a problem-driven, theoretically-founded, and empirically rich treatment of the so far still understudied process of position-formation inside the European Commission. It reveals that various internal political positions prevail and that the role of power and conflict inside the European Commission is essential to understanding its policy proposals. Opening the 'black box' of the Commission, the book identifies three ideal types of internal position-formation. The Commission is motivated by technocratic problem-solving, by competence-seeking utility maximization or ideologically-motivated policyseeking. Specifying conditions that favor one logic over the others, the typology furthers understanding of how the EU system functions and provides novel explanations of EU policies with substantial societal implications.

Empire's Mobius Strip investigates how mobile populations were perceived to be major threats to Italian colonization, and how the state's historical mechanisms of control have resurfaced, with greater force, in today's refugee crisis. What is at stake in Empire's Mobius Strip is a deeper understanding of the forces driving those who move by choice and those who are moved. Stephanie Malia Hom focuses on Libya, considered Italy's most valuable colony, both politically and economically. Often perceived as the least of the great powers, Italian imperialism has been framed as something of "colonialism lite." But Italian colonizers carried out genocide between 1929–33, targeting nomadic Bedouin and marching almost 100,000 of them across the desert, incarcerating them in camps where more than half who entered died, simply because the Italians considered their way of life suspect. There are uncanny echoes with the situation of the Roma and migrants today. Hom explores three sites, in novella-like essays, where Italy's colonial past touches down in the present: the island, the camp, and the village. Empire's Mobius Strip brings into relief Italy's shifting constellations of mobility and empire, giving them space to surface, submerge, stretch out across time, and fold back on themselves like a Mobius strip. It deftly shows that mobility forges lasting connections between colonial imperialism and neoliberal empire, establishing Italy as a key site for the study of imperial formations in Europe and the Mediterranean.
