Until we have demonstrated the possibility of combining democratic government with efficient administration, municipal, state and federal, the forces which regulate the course of administrative activity may well occupy a place of paramount importance in the attention alike of students and administrators. It is in the hope of contributing something toward a better understanding of these forces that this study is undertaken. The author is deeply indebted to all those, both in this country and in Europe, who have rendered him such courteous assistance in the preparation of this work. Special acknowledgment should be made to Comptroller Tracewell for his helpful criticisms and suggestions. Through the courtesy of M.
