Book excerpt: Excerpt from The Journal of the Department of Agriculture of Porto Rico, Vol. 1 From time to time various entomological workers have published references to the Coccidae of Porto Rico, but the list of twenty-three species collected on the island in 1899 by Mr. August Busck is, so far as known to the writer, the only attempt ever made to enumerate the Porto Rican scale-insects. This list appeared in 1900 in Bulletin No. 22, new series, of the Division of Entomology, United States Department of Agriculture, the determinations having been made by Messrs. T. Pergande, T. D. A. Cockerell, and C. L. Marlatt. In connection with this list it is stated that only one coccid, Aspidiotus destructor, had been previously recorded from Porto Rico, this being in a reference in the Canadian Entomologist for 1895, the material having been taken by Mr. J. D. Hall in the city of San Juan. Some of the Coccidae of the island, especially those attacking citrus trees, are referred to somewhat fully in the publications of the Porto Rico Agricultural Experiment Station. In these articles Messrs. 0. W. Barrett and W. V. Tower have treated the greatest number of species and given the most extended economic accounts. Much attention has been given to the parasitic fungi attacking the scale-insects of citrus trees by the workers of the Porto Rico Insular Experiment Station. They have recommended the planting of windbreaks in orchard areas to furnish suitable conditions for the development of these fungi, which under favorable circumstances become very efficient enemies of the scale-insects. Mr. J. R. Johnston published in 1915 a bulletin on the entomogenous fungi of the island, and in it made several references to those attacking Coccidae. The insect parasites and predators of Porto Rican scale-insects have, on the other hand, received but little attention. Messrs. 0. W. Barrett, F. S. Earle, and D. L. Van Dine mention parasites of Lepidosaplies beckii, Saissetia hemisphaerica, and Aspidiotiis sacchari, respectively, but do not give their scientific names. It is impossible to arrive with any degree of accuracy, at the total loss to be charged to diseases, so many separate items composing the whole, and this being in turn so intimately connected with the damage to be charged to insect pests and mechanical injuries. Book excerpt: Excerpt from Yearbook of the United States Department of Agriculture, 1911 Aside from the Report of the Secretary, the Yearbook of the Depart ment of Agriculture for 1911 comprises (1) 31 articles, contributed by the various branches of the Department and averaging 13 pages; (2) a statistical Appendix of 194 pages; and (3) an Index of 32 pages the volume aggregating 730 pages. The articles are illustrated by 20 text figures and 67 full-page illustrations, of which 9 are colored. Although 10 pages in excess of the Yearbook for 1910, this volume is in reality smaller and weighs less, because in most instances the full-page illustrations are printed on both sides of the sheet. This feature is an innovation introduced with a view to economy, and it is believed that the illustrations are as satisfactory as when printed in the old way. The articles included in the Yearbook have not been published elsewhere. This explanation is given for the reason that there 18 an impression that the volume is a compilation of bulletins and circulars issued during the year. Such, however, has never been the case, as it has always been the policy of the Secretary to use as Yearbook articles only absolutely new matter having a permanent value, giving preference to accounts of work undertaken and results achieved. The articles are usually reprinted in separate form after the Yearbook is issued. This gives them a wider distribution and enables the Depart ment to give applicants the specific information they desire, when it is impossible to supply the entire volume. As a matter of fact, the department's allotment of the Yearbook is distributed principally to its voluntary correspondents, in consequence of which it is necessary to refer miscellaneous applicants to Members of Congress, to whom copies are by law allotted. The edition of the Yearbook authorized by law is so that in the 18 years during which it has been issued copies have been printed and distributed, principally to farmers in every section of the country. The frontispiece to this volume is a portrait of the late Dr. S. A. Knapp, who died during the year, and whose distinguished services in behalf of the people justify this tribute to his memory. A brief article describing the work of Dr. Knapp is contributed by the Chief of the Bureau of Plant Industry. It is true that on the south side Of the island there is usually a shortage Of rain for the best growth Of the sugar cane, but with the development Of irrigation systems a crop is assured even here at all times. The increase in the production of the island has been due to better cultivation and fertilization rather than to the extension of the area planted. The better cultivation has been brought about by a study Of conditions and the extended use Of machinery. Labor in general has been plentiful and is considered cheap. It is getting scarce in some industries and, moreover, it is not cheap as compared with efficient machine lab'or. The man with the hoe at 50 cents per day can not compete with the man with the plow at $3 per day. The real way to economize labor is by placing ma chinery in its hands.
