Book excerpt: The end of major combat operations in Iraq in 2003 was merely the beginning of a different fight, one in which an unconventional weapon has had a deadly impact on conventional forces. The Improvised Explosive Device (IED) has proven to be the number one threat to Coalition Forces in Iraq and now in Afghanistan. In response to this relatively cheap and somewhat unsophisticated killer, the Department of Defense (DoD) has invested billions of dollars and established a large organization with one goal: to defeat IEDs. The Joint IED Defeat Organization (JIEDDO) has had some success in this mission, but the use of IEDs persists. Because of the resources invested in JIEDDO and the urgency of its charge, it is important to assess the entity as it stands today and consider its role for the future. Therefore, the House Armed Services Subcommittee on Oversight and Investigations conducted this study to answer two questions: (1) Is JIEDDO winning the Counter-IED (C-IED) fight in Iraq and Afghanistan? and (2) What is the Department's long-term plan for JIEDDO and for addressing other asymmetric threats? JIEDDO's actions and activities fall under three lines of operation: (1) Defeat the Device, (2) Attack the Network, and (3) Train the Force. The primary focus of the Defeat the Device effort is on neutralizing the IED after it is emplaced. This includes funding the development of technical and nontechnical countermeasures and the ability to rapidly field new equipment. Attack the Network activities aim to find and eliminate bomb makers and their supporters before they can assemble and emplace IEDs. The C-IED Operations Integration Center is the primary enabler for attacking IED networks. The Joint Center of Excellence supports training for U.S. personnel on how to protect themselves from IEDs. Although JIEDDO spends more than $4 billion annually under these three lines of operation, this study concludes that it is not clear how well the organization is accomplishing its mission.

Book excerpt: The United States Department of Defense (DoD) estimates that Improvised Explosive Devices (IEDs) are responsible for almost 50% of the casualties (both mortal and injured) sustained in Iraq and nearly 30% of those sustained in Afghanistan since the start of combat operations. Furthermore, in Operation Iraqi Freedom (OIF) and Iraqi Enduring Freedom (OEF), deaths from IEDs have steadily increased since the cessation of major combat operations in 2003. As a result of the staggering losses inflicted by these devices, defeating this terrorist tactic has become a top priority for the DoD. The American public is swayed by many things, but none more convincingly than nightly news reports of U.S. casualties from IEDs in Iraq and Afghanistan. To win the Global War On Terrorism (GWOT), bureaucrats and warriors alike must harness the nation's ingenuity and resources to defeat this terrorist weapon, which threatens to diminish national will in the fight for freedom. Given the magnitude of the IED threat, the Secretary of Defense created the Joint IED Defeat Organization (JIEDDO) to address this problem in February, 2006. JIEDDO is chartered to "focus" (lead, advocate, coordinate) all DoD actions in support of the Combatant Commanders' and their respective Joint Task Forces' efforts to defeat IEDs as weapons of strategic influence. However, JIEDDO, as an organization, possesses neither the structure nor the authority to effectively prosecute the war against IEDs. As a large, bureaucratic organization rooted in the technological approach to defeating IEDs, JIEDDO lacks the agility to quickly react to a changing enemy and has no legal authority to compel other DoD entities to act. This paper analyzes JIEDDO by reviewing its origins, examining its current structure and authority, and identifying recommendations that may improve its ability to defeat IEDs.

The JIEDDO solicitation of proposals for the development of innovative capabilities to defeat IEDs employed against dismounted U.S. or coalition forces anywhere in the world, but especially in Afghanistan is included. The military is looking for advances in the dismounted detection of buried IEDs and unmanned ground vehicles for dismount support. Buried IEDs are emplaced on or under the ground to be detonated in the proximity of Coalition Forces or other passers-by. IEDs are used on roadways, paths and choke points where intended victims are likely to walk. Devices are frequently emplaced in or near features (e.g. washouts, culverts, gates and bridges) that conceal their signatures and channel traffic over them. Components common to an IED are a switch, an initiator, a power source, and the main charge with container. The main charge is typically a homemade, fertilizer-based, bulk explosive in a plastic or fabric container. The most common switches for buried IEDs are victim operated pressure switches and command wires. IEDs are the enemy's fires system - their artillery. In Iraq and Afghanistan, the enemy delivers these fires through networks that for centuries have formed the sinews of commerce for tribes and factions. IED attacks provide the enemy with a cheap, stand-off, precision targeting system that often provides attackers with complete anonymity. Multiple DOD components, including the military services, have been pursuing counter-IED (C-IED) efforts leading up to June 2005 when DOD established the Joint IED Defeat Task Force followed in 2006 with the establishment of the Joint IED Defeat Organization (JIEDDO) to lead and coordinate all DOD actions to defeat IEDs. DOD relies on various sources and systems for managing its C-IED efforts, but has not developed a process that provides DOD with a comprehensive listing of its C-IED initiatives and activities. This report responds to your request asking us to examine the potential for overlap and duplication in DOD's C-IED efforts. Because DOD lacks a comprehensive database of C-IED initiatives, we conducted a department-wide survey to determine (1) the number of different C-IED initiatives and the organizations developing them from fiscal year 2008 through the closing date of our survey, January 6, 2012, and the extent to which DOD is funding these initiatives, and (2) the extent and nature of any overlap that could lead to duplication of C-IED efforts.

Through fiscal year 2009, Congress has appropriated over $16 billion to JIEDDO. In addition, other DOD components, including the military services, have devoted at least $1.5 billion to the counter-IED effort--which does not include $22.7 billion for Mine Resistant Ambush Protected vehicles. This testimony is based on a report that GAO is issuing today as well as preliminary observations from ongoing work that GAO plans to report in early 2010. In the report being issued today, GAO is recommending that JIEDDO (1) improve its visibility of counter-IED efforts across DOD, (2) develop a complete plan to guide the transition of initiatives, and (3) define criteria for its training initiatives to help guide its funding decisions. DOD generally concurred with GAO's recommendations and noted actions to be taken.

In 2006, to address the counterimprovised explosive device (IED) threat against U.S. military forces, the Department of Defense (DOD) established the Joint IED Defeat Organization (JIEDDO). Through fiscal year 2010, Congress has appropriated more than $17 billion to JIEDDO to quickly develop and field counter-IED solutions. The House Armed Services Committee directed that we review the applicability of JIEDDO initiatives to humanitarian demining efforts. To respond to the requirements of this mandate, we addressed the following questions: (1) What JIEDDO-supported technologies has DOD identified that could be applicable to humanitarian demining? and (2) To what extent does coordination occur (a) within DOD and (b) between DOD and State regarding JIEDDO-supported technologies that could be applicable to humanitarian demining? In summary, DOD reviewed 150 JIEDDO-supported technologies and identified 6 that could potentially be applicable to humanitarian demining. However, 4 of the 6 technologies identified by DOD either duplicated those already being used or, because of technical issues, were not suitable for use in humanitarian demining. DOD plans to further review the other two technologies for possible use in humanitarian demining. In general, inherent differences between counter-IED and humanitarian demining operations limit the extent to which JIEDDO-supported technologies can be used in humanitarian demining. For example, in counter-IED operations, DOD's mission is to clear the affected area only to the extent that forces can mobilize safely. In humanitarian demining operations, the purpose is to clear the affected area of all (100 percent) landmines and other explosive remnants of war so that it can be used for civilian purposes, such as farming. Coordination mechanisms exist within DOD and between DOD and State regarding their efforts to determine whether JIEDDO-supported technologies could be applicable to humanitarian demining. Given the extent to which DOD and State regularly communicate, coupled with the limited applicability of counter- IED technologies to humanitarian demining, the level of coordination within DOD and between DOD and State appears to be adequate for identifying technologies applicable to humanitarian demining.

In response to the 2008 National Defense Authorization Act conference report, mandating that GAO review JIEDDO's efforts, this report addresses the extent to which JIEDDO has (1) measured the effectiveness of its efforts and investments, (2) adhered to its review and approval process for developing counter-IED initiatives, and (3) taken action to address overall internal control weaknesses previously reported by GAO. To address these objectives, GAO analyzed relevant documents and discussed with relevant officials their guidance, oversight, and internal control processes to carry out JIEDDO operations. GAO also conducted case studies of 56 of 497 initiatives JIEDDO's initiative management system. GAO recommends JIEDDO take actions to improve (1) its processes for assessing effectiveness of counter-IED initiatives, (2) adherence to its initiative review and approval process, and (3) its overall internal control system. GAO also recommends DOD monitor JIEDDO's progress in improving its internal controls.
