Branch Historical Papers of Randolph-Macon College, Vol. 4: June, 1913 Coast and urged the establishment of a military post at the mouth of Columbia river.10 The House once more took up the consideration of the original bill for occupation. Floyd again renewed his efiorts in its behalf. He made a strong speech in favor of the bill, reiterating the sentiment of the committee 3 report and his own arguments for occupation in the former debate, dwelling especially upon the military and com mercial advantages to be gained by occupation of the terri tory and recalling a recent imperial edict, issued by the Czar of Russia which asserted a claim to the whole of the territory in question. This time his efiorts were attended with better suc cess and the bill passed the House by a vote 113 to 57. In the Senate, however, it met with strong opposition. Although supported by a few expansionists, prominent among whom were James Barbour, of Virginia, and Thomas H. Benton, of Missouri, it was opposed by many of the members. Some of these ventured so far as to express a desire that the Rocky Mountains be made the everlasting boundary of the Union. The opponents of expansionism once more proved to be in the majority, and the bill was lost by a vote of twenty-five to fifteen. Book excerpt: With a few exceptions, historiography has paid little attention to the impact of French economic thought during the American Revolution, focusing instead on the Revolution’s links with Britain. This book outlines how, from the mid-eighteenth to the early-nineteenth century, the political and social dimension of French economic thought, and particularly of Physiocracy, spurred American Republicans to a radical shaping of American agrarian ideology. Such a perspective allows for a reconsideration of several questions that lie at the heart of contemporary historiographic debate: the connection between politics and economics; the meaning of republicanism; the foundations of representation; the role of Europe in the Atlantic world; and the interaction between national histories and global context. In particular, the research methodology adopted here makes it possible to reconstruct how American national identity, conceived as an expression of society in economic terms, emerged through a cosmopolitan way of thinking focused on the uniqueness of the new state.

Book excerpt: This richly detailed biography of Andrew Jackson Donelson (1799-1871) sheds new light on the political and personal life of this nephew and namesake of Andrew Jackson. A scion of a pioneering Tennessee family, Donelson was a valued assistant and trusted confidant of the man who defined the Age of Jackson. One of those central but background figures of history, Donelson had a knack for being where important events were happening and knew many of the great figures of the age. As his uncle's secretary, he weathered Old Hickory's tumultuous presidency, including the notorious "Petticoat War." Building his own political career, he served as US chargé d'affaires to the Republic of Texas, where he struggled against an enigmatic President Sam Houston, British and French intrigues, and the threat of war by Mexico, to achieve annexation. As minister to Prussia, Donelson enjoyed a ringside seat to the revolutions of 1848 and the first attempts at German unification. A firm Unionist in the mold of his uncle, Donelson denounced the secessionists at the Nashville Convention of 1850. He attempted as editor of the Washington Union to reunite the Democratic party, and, when he failed, he was nominated as Millard Fillmore's vice-presidential running mate on the Know-Nothing party ticket in 1856. He lived to see the Civil War wreck the Union he loved, devastate his farms, and take the lives of two of his sons.

Book excerpt: In the decade before the Civil War, Northern Democrats, although they ostensibly represented antislavery and free-state constituencies, made possible the passage of such proslavery legislation as the Compromise of 1850 and Fugitive Slave Law of the same year, the Kansas-Nebraska Act of 1854, and the Lecompton Constitution of 1858. In Northern Men with Southern Loyalties, Michael Todd Landis forcefully contends that a full understanding of the Civil War and its causes is impossible without a careful examination of Northern Democrats and their proslavery sentiments and activities. He focuses on a variety of key Democratic politicians, such as Stephen Douglas, William Marcy, and Jesse Bright, to unravel the puzzle of Northern Democratic political allegiance to the South. As congressmen, state party bosses, convention wire-pullers, cabinet officials, and presidents, these men produced the legislation and policies that led to the fragmentation of the party and catastrophic disunion.Through a careful examination of correspondence, speeches, public and private utterances, memoirs, and personal anecdotes, Landis lays bare the desires and designs of Northern Democrats. He ventures into the complex realm of state politics and party mechanics, drawing connections between national events and district and state activity as well as between partisan dynamics and national policy. Northern Democrats had to walk a perilously thin line between loyalty to the Southern party leaders and answering to their free-state constituents. If Northern Democrats sought high office, they would have to cater to the "Slave Power." Yet, if they hoped for election at home, they had to convince voters that they were not mere lackeys of the Southern grandees.
