We seek to protect as individuals those constituting a minority; but we fail to realize that protection cannot be complete um less group equality also is recognized. Deeply imbedded in every people is the desire for full development - the longing, as Mazzini phrased it to elaborate and express their idea, to contribute their stone also to the pyramid of history. Nationality like democracy has been one of the potent forces making for man's advance during the past hundred years. The assertion of nationality has infused whole peeples with hope, manhood and self-respect. It has ennobled and made purposeful millions of lives. It offered them a future, and in doing so revived and capitalized all that was valuable in their past. The assertion of nation ality raised Ireland from the slough of despondency. It roused Southern Slavs to heroic deeds. It created gallant Belgium. It freed Greece. It gave us united Italy. It man ifested itself even among free peoples - like the Welsh who had no grievance, but who gave expression to their nationality through the revival of the old Cymric tongue. Each of these peeples developed because, as Mazzini said, they were enabled to proclaim to the world that they also live, think, love and labor for the benefit of all. Since the outbreak of the War, in August 1914, much has happened in the eater world of affairs and within the confines of Jewish life to justify the belief that in writing The Jewish State and organizing the Zionist Movement, Theodor Herzl made a distinct contribution to the political idealism of the Nineteenth Century. After mature consideration, it seems advisable to allow the preface of 1904 to stand, for it checks up the accomplishments toward the realization of The Jewish State from its publication in 1896 to February, 1904. Much has happened since which would demand more than a prefatory note to describe. Suffice, then, to say that all that which had to be done to refurbish what was accomplished up to 1904 has been done between 1914 and 1917. The Zionist ground had been more than recovered, and it is safe to surest that the hopes for the restoration of Israel to Palestine, which at this time is one of the commonplaces of public discussion, will, in all probability, be achieved in form as well as in substance along the lines foreshadowed by Theodor Herzl.
