In the late 1950s, Japan was still relying on IBM and other foreign suppliers. After the decision to enter the computer field, the government used protectionism, financial aid, and cooperative R&D projects to assist firms in developing hardware and improving their technology. The establishment of a quasi-public computer rental company to carry the burden of financing rentals played a key role in helping fledgling firms compete with IBM. Marie Anchordoguy shows how government intervention in the market avoided the risks of technological sluggishness by encouraging keen competition among domestic computer firms. She traces the growth of Japanese computer hardware to Japan’s position as an exporter of mainframes and describes some of the problems encountered in producing software. A number of them introduce new sources of data that, combined with the application of appropriate econometric techniques, enable new breakthroughs and insights on issues hotly debated in the industrial organization literature. With the advance of digital recording equipment, consumers will be able to reproduce these copyrighted works with even greater accuracy. This is an issue of great concern for copyright owners, who claim that home copying is detrimental to their sales. This report presents an examination of home recording technologies and their relationship to the legal status of home copying, a comparison of the economic effects that home audiotaping may have on the recording industry with the effects that restricting home taping might have on consumers, a discussion of legal action that Congress or the industry may initiate, and the results of a national survey of home taping and copying behavior.
