Its humanitarian spirit makes Islam a compelling, community-strengthening faith that motivates people to provide essential services to the needy, to foster moral sentiments that build social solidarity, and to thereby challenge the legitimacy of government with its focus on 'protecting Islam' and 'national security' rather than enhancing the lives of ordinary people. The book surveys four kinds of Islamic charities—traditional, professional, partisan, and state. The focus is on ground realities, on the activities of welfare workers and beneficiaries, mostly patients and students from low-income families. The attention to the different political sentiments that different kinds of charity foster allows us to better understand politics and political change in Pakistan and across the Muslim world.

In A Social Revolution, Kevan Harris convincingly demonstrates how they are wrong. Previous studies ignore the forceful consequences of three decades of social change following the 1979 revolution. Today, more people in the country are connected to welfare and social policy institutions than to any other form of state organization. In fact, much of Iran’s current political turbulence is the result of the success of these social welfare programs, which have created newly educated and mobilized social classes advocating for change. Based on extensive fieldwork conducted in Iran between 2006 and 2011, Harris shows how the revolutionary regime endured though the expansion of health, education, and aid programs that have both embedded the state in everyday life and empowered its challengers. This first serious book on the social policies of the Islamic Republic of Iran opens a new line of inquiry into the study of welfare states in countries where they are often overlooked or ignored.

Clark examines the structure and dynamics of moderate Islamic institutions and their social and political impact. Questioning the widespread assumption that such organizations primarily serve the poorer classes, Clark argues that these organizations in fact are run by and for the middle class. Rather than the vertical recruitment or mobilization of the poor that they are often presumed to promote, Islamic social institutions play an important role in strengthening social networks that bind middle-class professionals, volunteers, and clients. Ties of solidarity that develop along these horizontal lines foster the development of new social networks and the diffusion of new ideas.

Book excerpt: However, public as well as private provision of social welfare is not a new phenomenon in the Muslim world. Whereas government and public involvement in the provision of social welfare has been haphazard, despite various attempts at direct state involvement especially in the post-colonial world, private and what might be labelled as semi-official activities, such as the establishment of pious foundations and the activities of the Sufi orders, have a solid foundation in local Muslim societies. As such, the modern concept of the Islamic state is a new one, being the outcome of scholarly debate during the twentieth century. The concept of an Islamic state was constructed as an alternative to the failure of the various secular nation-states in the Middle East during the twentieth century. Islam and Humanities is intended to emphasize the variety of both agents and ways to provide social welfare in Muslim societies. In addition, social welfare, as such, is both being reflected upon and debated by Muslim intellectuals. Our attempt has therefore been to capture both the theoretical as well as the actual dimension of social welfare. This book presents a discussion about a particular discourse within Islamic studies, namely the attempt to create a social welfare system through the establishment of an Islamic economy.
