The problems are deeper, more intricate, and more dangerous if we remain unaware of them, but also potentially avoidable in the future if we break the cycle.

Economic growth has slowed but the healthy labour market is still supporting incomes and consumption. However, risks to the outlook are building. Monetary policy has been very accommodative but low interest rates are adding to financial risks. Fiscal policy is sound and debt low. There is scope to make greater use of available fiscal space. Adapting to population ageing is becoming pressing. This trend, along with digital transformation, will bring new opportunities for the economy and society, but challenges as well. Policies have not kept up with rising life expectancy, particularly the statutory retirement age. Updating the pension system and lowering barriers to working longer would ensure that workers continue to receive adequate incomes during retirement. Ageing will also pressure health care spending and increase demand for long-term care. Policies to contain costs and reduce fragmentation in the system can help maintain access to quality care. Switzerland is well placed to seize the opportunities offered by new technologies. Addressing the barriers to adoption, improving the availability of information and helping workers adapt will enable firms, individuals and governments to reap the benefits of digitalisation. Book excerpt: Paralleling his friend Alexis de Tocqueville's visit to America, Gustave de Beaumont traveled through Ireland in the mid-1830s to observe its people and society. In Ireland, he chronicles the history of the Irish and offers up a national portrait on the eve of the Great Famine. Published to acclaim in France, Ireland remained in print there until 1914. The English edition, translated by William Cooke Taylor and published in 1839, was not reprinted. In a devastating critique of British policy in Ireland, Beaumont questioned why a government with such enlightened institutions tolerated such oppression. He was scathing in his depiction of the ruinous state of Ireland, noting the desperation of the Catholics, the misery of repeated famines, the unfair landlord system, and the faults of the aristocracy. It was not surprising the Irish were seen as loafers, drunks, and brutes when they had been reduced to living like beasts. Yet Beaumont held out hope that British liberal reforms could heal Ireland's wounds. This rediscovered masterpiece, in a single volume for the first time, reproduces the nineteenth-century Taylor translation and includes an introduction on Beaumont and his world. This volume also presents Beaumont's impassioned preface to the 1863 French edition in which he portrays the appalling effects of the Great Famine. A classic of nineteenth-century political and social commentary, Beaumont's singular portrait offers the compelling immediacy of an eyewitness to history.

Cormac O'Gráda's concise survey suggests that a proper understanding of the disaster requires an analysis of the Irish economy before the invasion of the potato-killing fungus, Phytophthora infestans, highlighting Irish poverty and the importance of the potato, but also finding signs of economic progress before the Famine. Despite the massive decline in availability of food, the huge death toll of one million (from a population of 8.5 million) was hardly inevitable; there are grounds for supporting the view that a less doctrinaire attitude to famine relief would have saved many lives.
