Book excerpt: This report investigates the involvement of the national social partners in the design and implementation of reforms and policies in the context of the European Semester and country-specific recommendations 2017–2018. In line with previous reports on the same theme, it also analyses the quality of the involvement of the social partners in elaborating the national reform programmes. The report assesses the timeliness and depth of this involvement in the respective national processes to implement reforms. Using examples of reforms implemented since 2017, the report also compares social partners’ involvement in 2018 with that in the former European Semester cycle. Overall, the picture that emerges is one of a stable, effective performance in most Member States, although some countries in which social dialogue has been deemed unsatisfactory show limited progress; in some other Member States, emerging issues and gaps may undermine the effectiveness of social dialogue.

As previously reported by Eurofound, there is a positive correlation between the strength of the national social dialogue and the involvement of the social partners in policymaking. A positive correlation is also visible between a well-functioning national social dialogue and the involvement of the social partners in the European Semester. In some cases, both processes are almost fully aligned as part of a continuum in social policy practice. Based on examples of reforms and policy initiatives discussed and implemented since 2018, the picture that emerges is one of stable and relatively effective performance in most countries. Nevertheless, social partners in several countries remain dissatisfied that their views are not truly influential in policymaking, although this perception - of being heard, but not listened to - varies across countries and stakeholders.

Book excerpt: Since Maastricht, the EC Treaty and the Community institutions have envisaged a substantial role for the social partners in law and policy making in the EU and at national and subnational level, with a view to helping legitimise and democratise governance in the social policy field. This paper begins by examining the evolving role of the social partners. It then considers why such emphasis has been placed on including the social partners in the governance of the EU and the weaknesses and paradoxes underlying the traditional justifications for their involvement. It then argues that such a negative conclusion may be inevitable when judged against standards developed in the context of the nation state. It concludes by considering whether, in the special circumstances of the European Union, a different approach to assessing legitimacy should be used, based on a more procedural version of democracy, which emphasises participation and deliberation.

They provide the foundation for economic policymaking, which in turn shapes what is possible in domestic and international politics. Yet until now, little attention has been paid to how these ideas are produced and disseminated, and how this process varies between countries. The National Origins of Policy Ideas provides the first comparative analysis of how "knowledge regimes"—communities of policy research organizations like think tanks, political party foundations, ad hoc commissions, and state research offices, and the institutions that govern them—generate ideas and communicate them to policymakers. John Campbell and Ove Pedersen examine how knowledge regimes are organized, operate, and have changed over the last thirty years in the United States, France, Germany, and Denmark. They show how there are persistent national differences in how policy ideas are produced. Some countries do so in contentious, politically partisan ways, while others are cooperative and consensus oriented. They find that while knowledge regimes have adopted some common practices since the 1970s, tendencies toward convergence have been limited and outcomes have been heavily shaped by national contexts. Drawing on extensive interviews with top officials at leading policy research organizations, this book demonstrates why knowledge regimes are as important to capitalism as the state and the firm, and sheds new light on debates about the effects of globalization, the rise of neoliberalism, and the orientation of comparative political economy in political science and sociology.
