Book The Involvement of Social Partners in National Policy making

Download or read book The Involvement of Social Partners in National Policy making written by and published by . This book was released on 2019 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: This report investigates the involvement of the national social partners in the design and implementation of reforms and policies in the context of the European Semester and country-specific recommendations 2017–2018. In line with previous reports on the same theme, it also analyses the quality of the involvement of the social partners in elaborating the national reform programmes. The report assesses the timeliness and depth of this involvement in the respective national processes to implement reforms. Using examples of reforms implemented since 2017, the report also compares social partners’ involvement in 2018 with that in the former European Semester cycle. Overall, the picture that emerges is one of a stable, effective performance in most Member States, although some countries in which social dialogue has been deemed unsatisfactory show limited progress; in some other Member States, emerging issues and gaps may undermine the effectiveness of social dialogue.

Book Involvement of National Social Partners in Policymaking 2019

Download or read book Involvement of National Social Partners in Policymaking 2019 written by and published by . This book was released on 2020 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: This report investigates the quality of the national social partners' involvement in designing and implementing reforms and policies in the context of the European Semester 2018-2019 and in the elaboration of the national reform programmes. As previously reported by Eurofound, there is a positive correlation between the strength of the national social dialogue and the involvement of the social partners in policymaking. A positive correlation is also visible between a well-functioning national social dialogue and the involvement of the social partners in the European Semester. In some cases, both processes are almost fully aligned as part of a continuum in social policy practice. Based on examples of reforms and policy initiatives discussed and implemented since 2018, the picture that emerges is one of stable and relatively effective performance in most countries. Nevertheless, social partners in several countries remain dissatisfied that their views are not truly influential in policymaking, although this perception - of being heard, but not listened to - varies across countries and stakeholders.

Book The Role of Social Partners in Managing Europe s Great Recession

Download or read book The Role of Social Partners in Managing Europe s Great Recession written by Bernhard Ebbinghaus and published by Routledge. This book was released on 2021-07-29 with total page 307 pages. Available in PDF, EPUB and Kindle. Book excerpt: This comprehensive study of the Great Recession and its consequences provides comparative analyses of the extent to which social concertation between government, unions, and employers varied over time and across European countries. This edited volume – a collaboration of international country experts – includes eight in-depth country case studies and analysis of European-level social dialogue. Further comparisons explore whether social concertation followed economic necessity, was dependent on political factors, or rather resulted from labour’s power resources. The importance of social partners’ involvement is again evident during the Covid-19 pandemic. Examining contemporary crises, the book will be of considerable interest to scholars and students of public and social policies, comparative political economy, and industrial relations – and more broadly to those following European and EU politics.

Available in PDF, EPUB and Kindle. Book excerpt: Civil Society Organizations (CSOs) can make a vital contribution to public health and health systems but harnessing their potential is complex in a Europe where government-CSO relations vary so profoundly. This study is intended to outline some of the challenges and assist policy-makers in furthering their understanding of the part CSOs can play in tandem and alongside government. To this end it analyses existing evidence and draws on a set of seven thematic chapters and six mini case studies. They examine experiences from Austria Bosnia-Herzegovina Belgium Cyprus Finland Germany Malta the Netherlands Poland the Russian Federation Slovenia Turkey and the European Union and make use of a single assessment framework to understand the diverse contexts in which CSOs operate. The evidence shows that CSOs are ubiquitous varied and beneficial and the topics covered in this study reflect such diversity of aims and means: anti-tobacco advocacy food banks refugee health HIV/AIDS prevention and cure and social partnership. CSOs make a substantial contribution to public health and health systems with regards to policy development service delivery and governance. This includes evidence provision advocacy mobilization consensus building provision of medical services and of services related to the social determinants of health standard setting self-regulation and fostering social partnership. However in order to engage successfully with CSOs governments do need to make use of adequate tools and create contexts conducive to collaboration. To guide policy-makers working with CSOs through such complications and help avoid some potential pitfalls the book outlines a practical framework for such collaboration. This suggests identifying key CSOs in a given area; clarifying why there should be engagement with civil society; being realistic as to what CSOs can or will achieve; and an understanding of how CSOs can be helped to deliver.

Book The Social Partners and the Governance Agenda

Download or read book The Social Partners and the Governance Agenda written by Catherine Barnard and published by . This book was released on 2004 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since Maastricht, the EC Treaty and the Community institutions have envisaged a substantial role for the social partners in law and policy making in the EU and at national and subnational level, with a view to helping legitimise and democratise governance in the social policy field. This paper begins by examining the evolving role of the social partners. It then considers why such emphasis has been placed on including the social partners in the governance of the EU and the weaknesses and paradoxes underlying the traditional justifications for their involvement. It then argues that such a negative conclusion may be inevitable when judged against standards developed in the context of the nation state. It concludes by considering whether, in the special circumstances of the European Union, a different approach to assessing legitimacy should be used, based on a more procedural version of democracy, which emphasises participation and deliberation.

Book The Role of the Social Partners in Vocational Education and Training in the United Kingdom

This book was released on 1987 with total page 418 pages. Available in PDF, EPUB and Kindle. Book excerpt: This document studies the role of unions, management, and education agencies (the social partners) in vocational education and training in the United Kingdom. Through an analysis of existing and historical structures governing cooperation and coordination between the social partners and the public bodies responsible for vocational education and training, an in-depth investigation was carried out and proposals for improved dialogue at various levels were made. This report is organized in six sections. Section 1 is a general introduction to the study, and Section 2 presents an overview of developments in negotiations between the social partners at the national level. The next three sections examine individual sectors of the economy: retraining and conversion in the engineering sector, initial training (the Youth Training Scheme) in the construction sector, and women in the labor market (banking and finance sector). The final section summarizes the numerous findings of the studies and presents some recommendations for the future. A 97-item bibliography and list of abbreviations are appended. (KC)

Book Key Policies for Addressing the Social Determinants of Health and Health Inequities

Download or read book Key Policies for Addressing the Social Determinants of Health and Health Inequities written by Centers of Disease Control and published by World Health Organization. This book was released on 2017-09-27 with total page 92 pages. Available in PDF, EPUB and Kindle. Book excerpt: Evidence indicates that actions within four main themes (early child development fair employment and decent work social protection and the living environment) are likely to have the greatest impact on the social determinants of health and health inequities. A systematic search and analysis of recommendations and policy guidelines from intergovernmental organizations and international bodies identified practical policy options for action on social determinants within these four themes. Policy options focused on early childhood education and care; child poverty; investment strategies for an inclusive economy; active labour market programmes; working conditions; social cash transfers; affordable housing; and planning and regulatory mechanisms to improve air quality and mitigate climate change. Applying combinations of these policy options alongside effective governance for health equity should enable WHO European Region Member States to reduce health inequities and synergize efforts to achieve the United Nations Sustainable Development Goals.

Book Social Partners and Gender Equality

Download or read book Social Partners and Gender Equality written by Anna Elomäki and published by Springer Nature. This book was released on 2021-12-01 with total page 324 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book breaks new ground in gender and politics research by studying the multiple ways in which gender and intersectional equalities shape and are shaped by social partners representing employers and employees in Europe, as well as the relationships between those social partners. Little critical attention has been paid to these organizations, yet, as this volume illustrates, social partners are important actors in relation to gender and other inequalities at the level of both individual European countries and the European Union. The chapters in this volume explore the impact of social partners on (in)equalities in a variety of 21st-century political contexts, taking into account phenomena such as neoliberalisation, austerity, and the COVID-19 crisis. This volume adds a crucial dimension to studies on gender inequalities in the labour market, contributing to research on issues such as domestic work, the gender pay gap, and the persistent undervaluation of women’s labour and feminized reproductive labour, in particular care work. It also represents a significant contribution to the literature on gender equality policy. The book’s focus on social partners provides important insights that help to explain the persistence of gender inequalities and the difficulties of adopting and implementing policies to combat them. This volume should appeal to students and researchers of gender studies, politics, European politics, employment relations, and international relations, as well as to policymakers engaged in addressing gender inequalities in the labour market.
