Book excerpt: Excerpt from The International Quarterly, Vol. 6 The census of 1900 shows that more than seven and one half million acres of what was once part of the American Desert are now being cultivated by irrigation. The moisture which clouds fail to furnish has been taken from streams. The farms thus created are among the highest priced and most productive on the continent, but their value does not inhere in the soil. Because land is abundant and water scarce, it is the stream which is important, and water rights rather than land titles determine both the prosperity and the price of the irrigated farm. Land near Riverside, California, with a water right, has sold for one thousand, seven hundred and fifty dollars an acre. The same kind of land in the immediate neighborhood, but not susceptible of irrigation, would not sell for ten dollars an acre. This immense difference in values is due to the difference in production. The irrigated acre will grow oranges; the unirrigated, cactus and stunted grass. On many irrigated acres near Greeley, Colorado, the crops grown last year sold for one hundred dollars. These acres were below the ditch. Above the ditch twenty acres of the same land, unirrigated, did not grow enough grass to support a steer. The irrigated acre is no more fertile than the unirrigated one, yet it sells for one hundred dollars while the unirrigated one is not worth the government price of one dollar and twenty-five cents. A shifting of the water right from the irrigated to the unirrigated acre would exactly reverse these values. The cravings, good, bad, and indifferent, to which such comparisons appeal, have a somewhat abiding influence over the minds of men. There is, in the first place, curiosity - happily, be it said, an almost universal characteristic of men and women alike. And, in fact, as will be seen, some of the resemblances are very curious indeed. Then there is the craving, very natural no doubt, to make out, quite convincingly, how very superior one's own views are to those of other people. And this has led to the not altogether tasteful exhibition of a salaried official of one faith picking out, with an air of triumph faintly veiled under a show of impartiality, the weak points, as they seem to him, in a rival creed. Then, again, there is the desire, laudable enough if it could only ever be satisfied, of finding a short cut to the truth by tracing out those points on which all the faiths agree. We find this vain hope cropping up in the most widely separated fields. It lies at the root of the "quod semper, quod ubique quod ab omnibus" of the Catholic theologians; and has been used, with no permanent effect, but in very seductive arguments, by the most determined opponents of the claims of the Catholic priesthood. A city street is a piece of real es tate. The public owns it and everything under and over it, from the center of the earth to the zenith, except so far as it has been subjected to some servitude or servitudes, (or, as we m0re com monly say, speaking from the standpoint of the recipient, some franchise or franchises have been granted) to private parties; as, for instance, a servitude by which the city must submit to private ownership of a street railroad line, water-pipe, gas-pipe, or elec tric conduit. A municipal ownership man is often for practical reasons willing that the public should submit for a limited term of years, and upon receiving adequate compensation; but he is abso lutely and unequivocally opposed to the creation of any such servi tude in perpetuity, or for longer than the very shortest term that will attract private capital. He believes that from time to time an opportunity should be afforded for the municipality to resume possession, and either supply her own transportation, water, gas.
