The author provides "macro-historical" narratives of foreign policy practices and outcomes over distinct time periods under the tenures of the five prime ministers. One chapter delves into relations with immediate neighbouring states and another chapter analyses the political economy of foreign policy. A postscript deals with the transition of foreign policy beyond the fifth decade. The concluding chapter suggests that Malaysian middlepowermanship has been in the making in foreign policy practice being particularly evident since the Mahathir years. Employing a critical-constructivist approach throughout the study, the author posits that foreign policy should be appreciated as outcomes of socio-political-economic processes embedded within a Malaysian political culture. In terms of broad policy orientations, Malaysian foreign policy over five decades has navigated over the terrains of neutralism, regionalism, globalization and Islamism. However, the critical engagement of civil society in foreign policy construction remains a formidable challenge.

Book excerpt: The writings of Ibn Khaldūn, particularly the Muqaddimah (Prolegomenon) have rightly been regarded as being sociological in nature. For this reason, Ibn Khaldūn has been widely regarded as the founder of sociology, or at least a precursor of modern sociology. While he was given this recognition, however, few works went beyond proclaiming him as a founder or precursor to the systematic application of his theoretical perspective to specific historical and contemporary aspects of Muslim societies in North Africa and the Middle East. The continuing presence of Eurocentrism in the social sciences has not helped in this regard: it often stands in the way of the consideration of non-Western sources of theories and concepts. This book provides an overview of Ibn Khaldūn and his sociology, discusses reasons for his marginality, and suggests ways to bring Ibn Khaldūn into the mainstream through the systematic application of his theory. It moves beyond works that simply state that Ibn Khaldūn was a founder of sociology or provide descriptive accounts of his works. Instead it systematically applies Khaldūn’s theoretical perspective to specific historical aspects of Muslim societies in North Africa and the Middle East, successfully integrating concepts and frameworks from Khaldūnian sociology into modern social science theories. The six models of dialogue analysed in the book are dialogue with Ashamah, Najashi of Abyssinia, delegation of Najran Christians, different Jews of Yathrib, and emperors of Byzantine and Sassanid. The analysis applies Ibn Khaldun’s (d. 1406) historical approach which the author termed as Khaldunian Hermeneutics due to the similarity between his ideas to that of Johann Gustav Droysen (d. 1884), a German philosopher, in historical hermeneutics. As such, the analysis goes beyond the dialogue content, taking into consideration the immediate and larger contextual settings, and changes of the contexts due to the passage of time. It critically considers the suitability of each model due to the difference in times and contexts. The book serves as a reference for Muslim dialogue advocates and practitioners, to provide substantial evidence of the dialogue application by the role model of Muslims – the Prophet Muhammad (pbuh) whom they hold very dear to their hearts.

The book situates the political construction of Islamic behaviour in West Sumatra, and in Indonesia more generally, within an historical context in which rulers have in some way engaged with aspects of Islamic practice since the Islamic kingdom era. The book shows that while formal local Islamic regulations of this kind constitute a new development, their introduction has been a product of the same kinds of interactions between international, national and local elements that have characterised the relationship between Islam and politics through the course of Indonesian history.
