What shapes the decisions of importers in these markets to purchase inputs from a more costly supplier? Current theories highlight the role of the market or firm strategy as possible explanations. It’s Not Just the Economy, Stupid! Trade Competitiveness in the 21st Century relies on 12 years of research of the US textile industry and the apparel industry throughout the Latin American and Caribbean regions to provide an alternative answer to these questions. The book argues that market factors and business strategies alone do not determine industry competitiveness and firm import behavior. Rather, special international trade programs and regulated trade agreements, which are commonly described as free trade agreements, make it possible for an industry that is less competitive in the global market to become highly competitive in specific markets. Furthermore, these same international trade programs and agreements create incentives for importers to purchase inputs from specific markets, including those with higher costs. For example, the US textile industry is less cost competitive than the same industry in a number of other countries, such as China. Although less expensive textile suppliers exist, some Latin American and Caribbean countries continue to import a majority of their textiles from the United States for use in their garment exports. The book shows that this particular trend results from special trade programs and regulated trade agreements. The findings presented here complement existing scholarship on international trade by focusing on the behavior of importers rather than exporters. Furthermore, whereas current studies explain how industries compete in the global market, the book shifts the emphasis toward industry competitiveness in specific markets.

The North American apparel industry is an excellent illustration of larger trends in the global economy, in which regional divisions of labor appear to be one of the most stable and effective responses to globalization.The contributors to this volume are an international and interdisciplinary group of scholars who have all done detailed fieldwork at the firm and factory levels in one or more countries of North America. Taken together the essays offer theoretical and methodological innovations built around the intersection of the global commodity chains and industrial districts literatures, as well as innovative approaches to studying the impact of cross-national, interfirm networks in terms of production and trade issues, and local development outcomes for workers and communities.

Book excerpt: The 1990s and the early years of the 21st century have witnessed the emergence and proliferation of regional and bilateral trade agreements (RBTAs) between developed and developing countries in the Americas. These agreements typically liberalize trade in most goods and services, and they also coordinate measures on a broad range of economic policy areas beyond trade. The first and most prominent of these agreements is the North American Free Trade Agreement (NAFTA), which the USA, Canada and Mexico signed in the early 1990s. In subsequent years, the USA has concluded agreements with a number of countries in Latin America and the Caribbean. The contributors to this book evaluate the economics and politics of this new pattern of North-South integration in the Americas. The book begins by considering the developmental implications of this new pattern of integration. Such agreements provide Latin American and Caribbean countries with significantly improved access to the US market, yet purchasing such preferential access via negotiation of RBTAs agreements with the US obliges countries to adopt US-style practices in areas such as the management of inward foreign investment and intellectual property. The first half of the volume addresses these issues, focusing on the challenges derived from new patterns of foreign investment, the rise of China as an exporting power, the emergence of a new regime for investment protection, and the multiplicity of intrusive forms of economic governance embodied in regional and global trade regimes. The second half of the book focuses on both the proliferation of RBTAs, and, critically, the limits to the spread of such agreements. The authors consider the interests in integration and strategies for negotiating RBTAs from the perspective of a variety of actors, deploying a range of analytic approaches. The chapters assess the capacities of the US to fulfil ambitions for integration, the strategy of Canada to both maintain close relations with the US and counterbalance its neighbor's preponderant influence throughout the region, the response of smaller countries in Central America and the Caribbean, reactions toward integration of the larger South American countries in Mercosur, and the broader question of how developing countries form coalitions and design collective bargaining strategies to participate in international trade politics.
