Datawere collected on134 U.S. research-extensive and research-intensiveuniversities andthe annual licensing surveys of the Association ofUniversity Technology Managers, initial public offering (IPO) prospectusfilings with the Securities and Exchange Commission, and sources concentratingon external support for entrepreneurial ventures. Two measures of technology transfer performance were used: licenses withcompanies that subsequently went public and product royalties. Results confirmthe utility of operationalizing support and selectivity as two distinct policyorientations toward the technology transfer process. The measure ofentrepreneurial density is shown to be valid, reliable, and useful forassessing the conduct of university technology transfer within a state.Selectivity and entrepreneurial density are found to be positively correlatedwith IPO performance. In regards to how selectivity, support, and the external entrepreneurialenvironment influence performance, findings support a contingency perspectiveon technology transfer practice. A negative and significant effect of supporton the selectivity-royalty relationshipis observed. Results show thatsupport increases, the benefits of high selectivity diminish, and vice versa.Finally, a direct positive effect of selectivity and support on royaltyrevenues and a negative selectivity-IPO performance contingency involvingentrepreneurial density are observed for public universities. Such technology transfer mechanisms include licensing agreements between the university and private firms, science parks, incubators, and university-based startups. We review and synthesize these papers and present some pointed recommendations on how to enhance effectiveness. Implementation of these recommendations will depend on the mechanisms that universities choose to stress, based on their technology transfer "strategy." For example, institutions that emphasize the entrepreneurial dimension of technology transfer must address skill deficiencies in technology transfer offices, reward systems that are inconsistent with enhanced entrepreneurial activity and the lack of training for faculty members, post-docs, and graduate students in starting new ventures or interacting with entrepreneurs. Universities will also have to confront a set of issues related to ethics and social responsibility, as they more aggressively pursue technology commercialization. Finally, we suggest some possible theoretical frameworks for additional research.

It presents a format for analyzing the cases, topic by topic - a methodology that could be used by any R&D laboratory. The book also goes one step further and compares the cases that took place prior to national technology transfer legislation with those cases that took place after passage of such legislation. An additional feature is the summary of existing attempts to measure and evaluate technology transfer. This follows a backgroudn section on the technology policy context. The analysis finds that there is a significant commercial impact from government laboratory transfer using this approach.
