Book excerpt: This report integrates and extends the existing research on individual (Olsen and Borman, 1989) and group (Blades, 1986) performance by interrelating self-reported estimates of individual and group (unit) performance in a system of simultaneous equations. The Blades (1986) model of unit performance was supported and extended by an analysis of survey data from a sample of 3,442 junior officers. These analyses showed that self-reported estimates of unit performance were related positively with: (i) the self- reported estimate of relative individual performance, (ii) command experience, and (iii) the authoritarian leadership style under which a member functioned. The Olsen-Borman (1989) model of organization and environmental variables was extended by showing that self-reported estimates of relative individual mental variables was extended by showing that self-reported estimates of relative individual performance were related positively to: (i) the self-reported estimate of unit performance, (ii) absolute individual performance, (iii) individual confidence, and (iv) pride in service. As regards the performance of the two self-reported estimates of performance, the regression weight of the self-reported estimate of individual performance was substantially greater (.37) in the equation predicting the self-reported estimate of unit performance than the regression weight (.06) of the self-reported estimate of unit performance when predicting the self-reported estimate of individual performance equation. In the context of this model specification, it appears that the self-reported estimate of individual performance is more critical in explaining the self- reported estimate of unit performance than conversely.

Book excerpt: "Despite the importance of citizenship performance and adaptive performance to Army junior commissioned officer job performance, there has been very little published research studying these constructs in a military setting and there is no well-established model of the process by which individual differences predict citizenship or adaptive performance. The purpose of this research was to test a model of the process through which individual difference variables work to influence performance on specific performance dimensions. To test this model, we assembled and developed a battery of instruments that are construct-valid measures of each component of the model and administered them to 155 ROTC cadets. Results supported our model with some modifications. Individual differences in ability, personality, and experience influence performance through the mediating variables of knowledge, skill, and three components of motivation (motives, proactive cognitions, and self-regulation). A different model was found to describe the process depending on whether the performance dimension was an element of task, citizenship, or adaptive performance"--p. i.

Book excerpt: "During 1973 and 1974, the U.S. Army Infantry School (USAIS) Assessment Center (ACTR) at Fort Benning, GA., tested 408 officers and NCOs who were students in USAIS leadership courses. Field leadership performance ratings for these assessees were then obtained at 6- and 18-month intervals following graduation and assignment to new units. Complete rating data was obtained at 6 months for 159 of the original assessees and at 6 and 18 months for 108 of these assessees. Correlations between these ratings at 6 and 18 months averaged .66 for the different assessee groups, indicating a substantial degree of reliability for the rating instrument. Field leadership performance at 6 months was predicted by items in entry interview, a paper and pencil test, and a Person Description Blank. Taken together, however, the results indicate only marginal utility for the USAIS ACTR for prediction of the field leadership performance of junior officers and NCOs. Typically, the more assessor time required for an assessee measure, the less chance that the score would predict field leadership."--Abstract.

Measuring Human Capabilities: An Agenda for Basic Research on the Assessment of Individual and Group Performance Potential for Military Accession examines promising emerging theoretical, technological, and statistical advances that could provide scientifically valid new approaches and measurement capabilities to assess human capability. This report considers the basic research necessary to maximize the efficiency, accuracy, and effective use of human capability measures in the military's selection and initial occupational assignment process. Book excerpt: This thesis explored the impact of the Army junior officer development model upon combat effectiveness. The research hypothesis was junior officers do not receive sufficient experiential development prior to implementation as direct leaders, which may have a negative impact upon the combat effectiveness of the units they lead. This thesis defined the current Army junior officer development model, surveyed the evolution of officer development, and explored alternative models used by selected international armies. Research used qualitative analysis to evaluate impacts to combat effectiveness of direct units led by junior officers, using four criteria: the occupational screening process of military personnel; technical competence and organizational stress; confidence, judgment, and the ability to lead by example; and empathy for and understanding of subordinates. Analysis of these criteria across multiple disciplinary sources revealed a bias toward degraded combat effectiveness of units led by junior officers without prior military experience. Analysis also revealed a common period of on the job learning used by many armies throughout history to immerse future leaders in military culture and operations. The thesis recommended the Army begin requiring two years of enlisted service as a pre-requisite of commissioning in order to provide more well-rounded, capable direct leaders.

Book excerpt: "Through the methodology of Job Competence Assessment this report identified a set of individual attributes required for effective performance as a junior officer. From an initial target sample of 300 junior officers in six branches (Infantry, Field Artillery, Air Defense, Artillery, Engineer, Signal and Transportation/Quartermaster) at four Army installations (Forts Braggs, Carson, Riley and Stewart) a final sample of 56 superior and 49 satisfactory performers were identified. Found to clearly distinguish between superior and average performers were the following competencies: planning, initiative, concern for standards, self-confidence, job involvement, willingness to confront others, concerns with image, concern for clarity and realistic positive attitudes. In addition, four measurement instruments to (1) evaluate the performance of junior officers and (2) assess the effectiveness of various ROTC training programs, were developed. A combination of these instruments was found to be needed to predict both overall ratings and individual competencies. New Directions for Assessing Performance Potential of Individuals and Groups is the summary of a workshop held April 3-4, 2013 to examine the future of military entrance assessments. This workshop was a part of the first phase of a larger study that will investigate cutting-edge research into the measurement of both individual capabilities and group composition in order to identify future research directions that may lead to improved assessment and selection of enlisted personnel for the U.S. Army. The workshop brought together scientists from a variety of relevant areas to focus on cognitive and noncognitive attributes that can be used in the initial testing and assignment of enlisted personnel. This report discusses the evolving goals of candidate testing, emerging constructs and theory, and ethical implications of testing methods.
