Several temporary systems for providing education are in place, but only a small part of children enrolled into educational programs attend regular schools. Providing access to education, therefore proves to be a major challenge for policy makers in Turkey. This report explores the situation in Eastern Turkey, with a focus on policies, which are contrasted with German integration policies and reference points from Berlin and Munich.

Book excerpt: The Syrian conflict, which was initiated as a pro-democratic movement against Bashar Assad's government, has displaced millions of people both internally and externally. Since the beginning of the conflict, 6.6 million people are internally displaced, while 5.6 million people seek refuge in other countries. Many Syrians scattered to neighboring countries, principally Turkey, Lebanon, Jordan, Iraq, and Egypt. Turkey, who shares the longest borderline with Syria, hosts 63 percent of the total number of Syrian refugees, currently at more than 3.5 million (UNHCR, 2018b). However, Turkey as the country with the highest number of refugees in the world does not legally recognize Syrians as refugees. The prolonged stay of Syrians in Turkey, on the other hand, undermines the success of temporary protection and emphasizes the importance of long-term planning and integration policies. Considering that half of the refugee population are children, the education of refugee children is an important step for the overall integration of refugees and their future in the host country. The purpose of this paper is to examine current policies and problems on the integration and education of Syrians in Turkey, in order to provide an informed perspective on how to integrate Syrian refugees in Turkey via education.

By May 2017, Turkey had received over 3 million refugees — the largest refugee population in the world. Some lived in government-run camps near the Syrian border, but many have moved to cities looking for work and better living conditions. They faced problems of integration, income, welfare, employment, health, education, language, social tension, and discrimination. In order to develop sound policies to solve these interlinked problems, a good understanding of refugee dynamics isnecessary. This book summarizes the most important findings of the Data for Refugees (D4R) Challenge, which was a non-profit project initiated to improve the conditions of the Syrian refugees in Turkey by providing a database for the scientific community to enable research on urgent problems concerning refugees. The database, based on anonymized mobile call detail records (CDRs) of phone calls and SMS messages of one million Turk Telekom customers, indicates the broad activity and mobility patterns of refugees and citizens in Turkey for the year 1 January to 31 December 2017. Over 100 teams from around the globe applied to take part in the challenge, and 61 teams were granted access to the data. This book describes the challenge, and presents selected and revised project reports on the five major themes: unemployment, health, education, social integration, and safety, respectively. These are complemented by additional invited chapters describing related projects from international governmental organizations, technological infrastructure, as well as ethical aspects. The last chapter includes policy recommendations, based on the lessons learned. The book will serve as a guideline for creating innovative data-centered collaborations between industry, academia, government, and non-profit humanitarian agencies to deal with complex problems in refugee scenarios. It illustrates the possibilities of big data analytics in coping with refugee crises and humanitarian responses, by showcasing innovative approaches drawing on multiple data sources, information visualization, pattern analysis, and statistical analysis.It will also provide researchers and students working with mobility data with an excellent coverage across data science, economics, sociology, urban computing, education, migration studies, and more.

Book excerpt: This thesis is about the integration and inclusion of migrants and refugees in Germany, in particular, Syrian children who have been in Germany since 2012 in Gießen city and its municipality. The study was based on the guidelines of the German national policy for integration of refugees in schools. Starting from the main theories on social integration and inclusive education, we have mostly adopted a qualitative approach, making use of interviews, a survey and document analyses. This research follows two interrelated objectives: firstly, to examine the social integration and inclusion process in Germany empirically, by interviewing parents of Syrian refugees' children in Gießen primary school and the German teachers as our primary source of information; and, secondly, to investigate the refugees' current life and situation in Germany. This research addressed the integration of refugees in schools in order to investigate how they define and deal with integration. Hence, the influence of German education system and its distinct characteristics were included in the understanding of whether and how Syrian refugees want to integrate into the German society. Cross-cultural contact and expatriation were studied intensively and were found to have a tendency to focus on the problems and processes that occur when adapting to a foreign culture, assuming that a general willingness to do so exists. As such, Syrians will become integrated in Germany as time passes. Certainly, their growing ability to speak the German language has already facilitated their becoming more settled. However, it is difficult to assert how long exactly this process will take until achieving total integration; because it is a two-way process based not only on the willingness of the minority to adapt and join the wider society but also of the majority to accept them. For ongoing research in this field, it seems highly recommendable to conduct similar studies in different cultural settings; to develop an understanding and track how those refugees gained knowledge from the essential integration program which could contribute to a successful attraction and retention of highly skilled migrants.
