Book excerpt: This paper addresses the plans and strategies for remediation of the Liquid Low-Level Waste (LLLW) system tanks that have been removed from service at the Oak Ridge National Laboratory (ORNL). The Superfund Amendments and Reauthorization Act of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) requires a Federal Facility Agreement (FFA) for federal facilities placed on the National Priorities List. The Oak Ridge Reservation was placed on that list on December 21, 1989, and the agreement was signed in November 1991 by the U.S. Department of Energy Oak Ridge Operations Office (DOE-ORO), the EPA-Region IV, and the Tennessee Department of Environment and Conservation (TDEC). The effective date of the FFA is January 1, 1992. One requirement of the FFA is that LLLW tanks that are removed from service must be evaluated and remediated through the CERCLA process. The Environmental Restoration Program intends to meet this requirement by using a {open_quotes}streamlined{close_quote} approach for selected tanks. This approach will combine the CERCLA Site Investigation. Remedial Action, Feasibility Study, and Proposed Plan requirements into a single Interim Proposed Plan document. This streamlined approach is expected to reduce the time required to complete the regulatory process while attaining acceptable risk reduction in a cost-effective way.

Tanks 3001-B, 3004-B, and T-30 are located in concrete vaults and tank 3013 is buried directly in the soil. The maintenance project consists of cutting the existing pipes attached to the tanks; capping the piping to be left in place; removing the tanks and filling the vaults with grout for tanks 3001-B, 3004-B, and T-30; and filling tank 3013 with grout. Because the LLLW line serving tank 3001-B will be needed for discharging the 3001 canal demineralizer back flush and regeneration waste to tank WC-19, tank 3001-B will be replaced with a section of piping.

Book excerpt: An intensive reengineering evaluation of the Oak Ridge National Laboratory (ORNL) waste management program was conducted from February to July 1997 resulting in the following vision for ORNL waste management: ORNL Waste Management will become an integrated Waste Management/Generator function that: (1) Treats ORNL as a single generator for expert-based waste characterization and certification purposes; (2) Recognizes Generators, Department of Energy (DOE), and the Management and Integration (M & I) contractor as equally important customers; (3) Focuses on pollution prevention followed by waste generation, collection, treatment, storage, and disposal operations that reflect more cost-effective commercial approaches; and (4) Incorporates new technology and outsourcing of services where appropriate to provide the lowest cost solutions. A cross-functional Core Team recommended 15 cost-effectiveness improvements that are expected to reduce the fiscal year (FY) 1996 ORNL waste management costs of $75M by $10-$15M annually. These efficiency improvements will be realized by both Research and Waste Management Organizations.
