Book excerpt: The SADC Protocol on Gender and Development is the only sub-regional instrument in the world that brings together global and continental commitments to gender equality in one instrument used to enhance accountability. The Southern African Gender Protocol Alliance is a network of country and regional NGOs that campaigned for the Protocol, it’s updating, implementation and tracking. Originally aligned to the Millennium Development Goals that expired in 2015, SADC Gender Ministers updated the Protocol and aligned it to the Sustainable development Goals (SDGs), Beijing Plus Twenty and the Africa Agenda 2063 in 2016. In July 2017, the Ministers adopted a Monitoring, Evaluation and Results Framework (MERF) that is now the basis of reporting. 2018 marks the tenth anniversary of the SADC Gender Protocol and the Barometer. Moving with the times, the Alliance has expanded the two yardsticks in the Barometer: the SADC Gender and Development Index (SGDI) and the Citizen Score Card (CSC). The Barometer incorporates many MERF and SDG indicators, as well as its own unique measures of voice, choice and control. The Barometer also introduces the Gender Responsive Assessment of Constitutions and Laws conducted by Alliance experts and networks around the region. A wealth of data, insights and analysis awaits all readers of the Barometer, that will also be made available online and in multi-media formats. The “SADC we want” is one in which citizens engage; step it up for gender equality, and make sure we achieve Planet 50/50 by 2030!

Most, if not all of them, have focused on the science and technology landscape up to the mid-eighties. The changes in the science and technology system since the democratisation of this country have thus far not been reflected on in a systemstic way. This book presents a perspective on this changing landscape by offering an encompassing conceptual framework that should remain valid even if the policy were to evolve further. This perspective is further profiled by bringing into focus the main developments that have shaped science policy in South Africa since the turn of the 20th century. The last four chapters of this book sketch this process and its outcomes to date - unstable as the picture may still be. This dynamic situation, however, does allow one to experience something of the vibrant atmosphere that characterised the transformation of the country during the 1990s. Book excerpt: This report assesses the status and practice of higher education quality assurance in Sub - Sahara Africa, focusing on degree - granting tertiary institutions. A main finding is that structured national - level quality assurance processes in African higher education are a very recent phenomenon and that most countries face major capacity constrains. Only about a third of them have established structured national quality assurance mechanism, often only as recently as during the last ten years. Activities differ in their scope and rigor, ranging from simple licensing of institutions by the minister responsible for higher education, to comprehensive system - wide program accreditation and ranking of institutions. Within institutions of higher learning, self assessment and academic audits are gradually being adopted to supplement traditional quality assurance methods. However, knowledge about and experience with self - assessments are limited. The main challenges to quality assurance system in Africa are cost and human capacity requirements. For countries with large tertiary systems, the report recommends institutional, rather than program accreditation as a cost - effective option. However, where tertiary systems are small and underdeveloped, a less formal self - assessment for each institution may be necessary until the capacity could be strengthened to support a more formal nation quality assurance agency in the long run.

SADC's institutional framework for regional peace and security has proven ineffective because SADC leaders have prioritised national sovereignty over the enforcement of democratic principles. The institutions have little capacity as they lack material and political support. The governance deficits and SADC's lacklustre conflict management may in the long run arrest development in Southern Africa.
