Book excerpt: This chapter examines the general functioning of the World Bank Inspection Panel during its first two decades of operation (1994-2014) to assess whether it really is a vehicle through which individuals can hold the World Bank accountable. In making this assessment, the chapter considers (a) the history of the panel's creation; (b) the novelty of the panel as a mechanism for implementing the accountability of an international organization; (c) the legal framework of the panel; (d) the accessibility of the panel to the people it seeks to help; (e) the transparency, independence, and public accountability of the panel; and (f) the direct and indirect outcomes of the panel mechanism. The chapter suggests that, while not providing affected persons a legal avenue for redress, the Inspection Panel, if used strategically as part of larger advocacy strategies, particularly by increasing media coverage on problematic projects, can nevertheless serve as a useful tool in helping redress wrongs committed as a result of the Bank's failure to comply with its own policies. More generally, the panel can also push for a cultural change toward greater consideration of the unintended consequences of development projects.

Book excerpt: With the adoption of extensive human rights standards and their wide acceptance by States and the international community, the time has come to emphasise the implementation of these standards at both national and international levels. International financial institutions and development agencies have a special role to play in this respect, considering the influence and the resources at their disposal. Increasingly, they are acknowledging this duty, not only as a service to human rights but more so in recognition of the contribution which human rights and democracy, and so by extension good governance and accountability, make to political stability and improved economies. This volume is the result of a Workshop on the Inspection Panel which was organised in Lund by the Raoul Wallenberg Institute of Human Rights and Humanitarian Law and co-sponsored by the World Bank. Its purpose is to look for common ground in areas of mutual interest and to offer a substantive collection of ideas which can prove useful for the future work of the Inspection Panel and similar institutions. Such undertakings must include human rights education and training for the officialdom of national governments and international organisations, as well as for the individuals and groups who stand to benefit from the implementation of the international standards and monitoring exercises, where independent and impartial experts scrutinise the conduct of national and international actors.

It is an independent instrument responding to claims by those adversely affected by the projects financed by the Bank. This report documents the experiences of the first four years (1994-98) through ten case summaries, verified and evaluated by the IP. Namely, the alleged violations stemming from the environmental assessment and resettlement of indigenous people under the Third Arun Hydroelectric project (Nepal); the compensation and expropriation of foreign assets in Ethiopia; the financing of equipment under the Fourth Emergency Power in Tanzania; the alleged damage to the natural environment due to the implementation of the Rondonia Natural Resources Management project in Brazil; the alleged violation in the financing of the Pangue/Ralco Hydroelectric Dams in Chile; the damage to the livelihoods of dwellers under the Jamuna Bridge project in Bangladesh; the adverse effect on local living standards due to the Yacyreta Hydroelectric project implementation in Argentina and Paraguay; intended beneficiaries of the Jute Sector Adjustment Credit in Bangladesh claimed adverse policies by the credit; the adverse effect on the living standards caused by the Itaparica Resettlement project in Brazil; and the harmful result of the Power Generation Project in Singrauli, India.

Book excerpt: In 2011 the World Bank—with funding from the Bill and Melinda Gates Foundation—launched the Global Findex database, the world's most comprehensive data set on how adults save, borrow, make payments, and manage risk. Drawing on survey data collected in collaboration with Gallup, Inc., the Global Findex database covers more than 140 economies around the world. The initial survey round was followed by a second one in 2014 and by a third in 2017. Compiled using nationally representative surveys of more than 150,000 adults age 15 and above in over 140 economies, The Global Findex Database 2017: Measuring Financial Inclusion and the Fintech Revolution includes updated indicators on access to and use of formal and informal financial services. It has additional data on the use of financial technology (or fintech), including the use of mobile phones and the Internet to conduct financial transactions. The data reveal opportunities to expand access to financial services among people who do not have an account—the unbanked—as well as to promote greater use of digital financial services among those who do have an account. The Global Findex database has become a mainstay of global efforts to promote financial inclusion. In addition to being widely cited by scholars and development practitioners, Global Findex data are used to track progress toward the World Bank goal of Universal Financial Access by 2020 and the United Nations Sustainable Development Goals. The database, the full text of the report, and the underlying country-level data for all figures—along with the questionnaire, the survey methodology, and other relevant materials—are available at www.worldbank.org/globalfindex.

Attacked by the Right as the last bastion of socialism and by the Left as an instrument of economic imperialism, the Bank has struggled to adapt to a changing post-Cold War era. Still the world's leading development institution in terms of size and influence, the International Bank for Reconstruction and Development's failure to articulate and implement a convincing strategy to reduce world poverty has left it vulnerable to the charge that, at least in its present form, it has outlived its usefulness.In a book neither funded nor controlled by its subject, leading North American and British scholars critically examine the World Bank. They contend that an institution that has grown to unmanageable proportions through internally driven change cannot realistically be expected to effect its own reform program. All the Bank's previous attempts at self-redesign have failed, and the contributors argue it is beyond reform; it must be reinvented.Reinvention involves a thoroughgoing and externally controlled process of transformation, starting from basic principles and encompassing three closely related dimensions: operations, or the fit between the Bank's lending program and its development objectives; concepts, its vision of development and anti-poverty strategy; and power, which includes the Bank's relationships with member countries and the wider public, as well as structures of internal governance and accountability.
