Book excerpt: The turn of the century has been a moment of rapid urbanization. Much of this urban growth is taking place in the cities of the developing world and much of it in informal settlements. This book presents cutting-edge research from various world regions to demonstrate these trends. The contributions reveal that informal housing is no longer the domain of the urban poor; rather it is a significant zone of transactions for the middle-class and even transnational elites. Indeed, the book presents a rich view of "urban informality" as a system of regulations and norms that governs the use of space and makes possible new forms of social and political power. The book is organized as a "transnational" endeavor. It brings together three regional domains of research--the Middle East, Latin America, and South Asia--that are rarely in conversation with one another. It also unsettles the hierarchy of development and underdevelopment by looking at some First World processes of informality through a Third World research lens.

Extra-legal housing and unregistered economic activities proliferate and basic urban services are increasingly provided informally. Recent decades of neo-liberal political and economic reforms have increased social inequality across urban space. After an introductory chapter by the editors, the contributions are grouped into the following sections: - LOCALITY, PLACE, AND SPACE - ECONOMY, WORK, AND LIVELIHOODS - LAND, HOUSING, AND PLANNING The case studies are drawn from a diverse set of cities on the African continent. A central theme is how practices that from an official standpoint are illegal or extra-legal do not only work but are considered legitimate by the actors concerned. Another is how the informal city is not exclusively the domain of the poor, but also provides shelter and livelihoods for better-off segments of the urban population.

Book excerpt: The authors provide an economic framework to analyze investment in informal housing in developing countries. They consider a simple model of investment in the housing market where investors can choose between two sectors-the formal sector, where physical investment faces no risk of destruction, and the informal sector, where investment in each period is subjected to an exogenous risk of destruction. Construction costs differ between the two sectors. All households are renters. Renters shop for dwelling attributes and do not care about the sector (formal or informal) itself. The model implies that returns on investment, measured by the rent-to-value ration, will be higher in the informal sector. The authors use a survey conducted by the World Bank in Pune, India in 2002. The sample comprises 2,850 households. This survey had the peculiarity of asking the households, regardless of tenure status, questions about the market rent and value of their dwelling. Thus they can calculate individual rates of return for each unit without facing the typical selection bias problems. Comparing the distributions of returns in the informal and formal sectors, the authors obtain the following results: 1) Rates of return are significantly higher in the informal sector, as predicted by the model. 2) These figures imply a perceived risk on housing investment in the informal sector equivalent to an annual destruction rate ranging between 1 and 2 percent. 3) The two distributions of rates of return present highly idiosyncratic components and are not well explained by variables proxying either the strength of informal property rights or lower perceived risks of eviction.

But in informal settlements, the definition of "home" and "employment" is completely intertwined, which is why there is so much to learn from them. For over half a century, mainstream theoretical approaches to urban informality, dominated by development economics, often fail to see this economic and spatial phenomenon jointly. Labor studies tend to be space-blind and spatial studies often disregard informal employment. Profoundly interdisciplinary, this work connects scholarship in development, public policy, labor studies, and feminist economics, with that in urban studies, planning, housing, architecture, and visual studies. The book walks the reader behind the closed doors of working homes that make the fabric, both social and economic, of most cities. It applies a visual methodology to reveal their "space-use intensity" and quantify the extent to which houses in informal settlements fill their inner pores with economic activity and community services. The research also revisits urban formalization policies in Latin America and Africa, to uncover a fallacious politics of recognition. It ultimately argues for a recognition continuum: an approach to urban informality that is more practical and fairer. The book is of interest to development economists, urban scholars, public policy specialists, time-use researchers, and architects working on housing, employment generation, urban livelihoods, gender studies, and related topics.
