Book excerpt: Future C4 systems will alter the traditional balance between force and information, having a profound influence on doctrine and the operational commander's decision making process. The Joint Staff's future vision of C4 is conceptualized in C41 for the Warrior, ' which envisions a joint C41 architecture providing timely sensor to shooter information direct to the warfighter. C4 systems must manage and filter an overwhelming amount of information; deal with interoperability issues; overcome technological limitations; meet emerging security requirements, and protect against 'Information Warfare.' Severe budget restraints necessitate unified control of C4 systems under singular leadership for the common good of all the services. In addition, acquisition policy and procedures must be revamped to allow new technologies to be fielded quickly; and the commercial marketplace will become the preferred starting point for modernization. Flatter command structures are recommended in this environment where information is available instantaneously. New responsibilities for decision making at lower levels are created. Commanders will have to strike a balance between exerting greater control and allowing subordinates enough flexibility to maintain initiative. Clearly, the commander's intent remains the most important tool in striking this balance.

Book excerpt: "The introduction of advanced technologies into the military, which is known as the "revolution in military affairs," is producing an opportunity for significant changes in the American military's paradigm for command and control. The future battlespace will require commanders to operate more efficiently and at a higher operations tempo, so that commanders will be able to use the advantages of dominant battlespace awareness to enhance what is known as "command-by-intent." But the more likely outcome is a return tocommand-by-direction. A potential consequence of this change is that significant command functions will be made by machines that act, not as an assistant, but as the decision maker and executor -- which is known as the machine commander. However, the current U.S. military doctrine is inconsistent about the admissibility of such an entity, even though technological developments are on the threshold of delivering the components for constructing the first-generation machine commander. Furthermore, the same infrastructure that assists the traditional human commander creates a framework for using a machine commander. As a military community, we look toward many of these new capabilities as effective force multipliers in providing better command and control for our operational commanders. In evaluating any of the new systems, we must consider five fundamental criteria: Interoperability, survivability, security, user friendliness, and operational utility. C4I for the Warrior, a concept introduced by JCS/J-6 in June 1993, goes a long way in establishing a goal and a general roadmap of how to get there. However, we must expand our thinking well past the technical problems we usually concentrate on and also evaluate how new C4 systems and concepts may impact our warfighting doctrine.

Two major points are developed. First, many factors other than the technical potential of a given information technology interact with one another and with the technology itself to determine the resultant nature, form, and functionality of the digitized organization. Second, the most significant impact on commanders and their staffs for the foreseeable future will not be quantum improvements in operational performance made possible by information technology but, rather, the technology insertion process, itself. Based on this analysis, we propose that implications for command in a digitized environment can be best described by reference to a continuum of organizational structures and associated behaviors. The extremes of this continuum are defined as digital mechanistic and digital organic. A third point between these two extremes is defined as digital adaptive. We discuss the nature of command over the range of the proposed continuum. The new competencies that might be required of commanders and their staffs regardless of the outcome of the technology insertion process are then discussed. The chapter concludes with suggestions for improving the technology insertion process."--DTIC

Book excerpt: Perhaps the best single way to summarize it is to view the book as a bureaucratic or organizational history. What the author does is to take three distinct historical themes-organization, technology, and ideology and examine how each contributed to the development of WWMCCS and its ability (and frequent inability) to satisfy the demands of national leadership. Whereas earlier works were primarily descriptive, cataloguing the command and control assets then in place or under development, The book offers more analysis by focusing on the issue of how and why WWMCCS developed the way it did. While at first glance less provocative, this approach is potentially more useful for defense decision makers dealing with complex human and technological systems in the post-cold-war era. It also makes for a better story and, I trust, a more interesting read. By necessity, this work is selective. The elements of WWMCCS are so numerous, and the parameters of the system potentially so expansive, that a full treatment is impossible within the compass of a single volume. Indeed, a full treatment of even a single WWMCCS asset or subsystem-the Defense Satellite Communications System, Extremely Low Frequency Communications, the National Military Command System, to name but a few-could itself constitute a substantial work. In its broadest conceptualization, WWMCCS is the world, and my approach has been to deal with the head of the octopus rather than its myriad tentacles.
