Yet they suffer from degradation, poor management, and overuse due to government subsidies. 'Detox Development: Repurposing Environmentally Harmful Subsidies' examines the impact of subsidies on these foundational natural assets. Explicit and implicit subsidies--estimated to exceed US$7 trillion per year--not only promote inefficiencies but also cause much environmental harm. Poor air quality is responsible for approximately 1 in 5 deaths globally. And as the new analyses in this report show, a significant number of these deaths can be attributed to fossil fuel subsidies. Agriculture is the largest user of land worldwide, feeding the world and employing 1 billion people, including 78 percent of the world's poor. But it is subsidized in ways that promote inefficiency, inequity, and unsustainability. Subsidies are shown to drive the deterioration of water quality and increase water scarcity by incentivizing overextraction. In addition, they are responsible for 14 percent of annual deforestation, incentivizing the production of crops that are cultivated near forests. These subsidies are also implicated in the spread of zoonotic and vector-borne diseases, especially malaria. Finally, oceans support the world's fisheries and supply about 3 billion people with almost 20 percent of their protein intake from animals. Yet they are in a collective state of crisis, with more than 34 percent of fisheries overfished, exacerbated by open-access regimes and capacity-increasing subsidies. Although the literature on subsidies is large, this report fills significant knowledge gaps using new data and methods. In doing so, it enhances understanding of the scale and impact of subsidies and offers solutions to reform or repurpose them in efficient and equitable ways. The aim is to enhance understanding of the magnitude, consequences, and drivers of policy successes and failures in order to render reforms more achievable.

Book excerpt: In the 1980s and 1990s, green manure/cover crop (GMCC) systems became a popular agricultural technology in research and development efforts for smallholder tropical and subtropical farmers. However, few syntheses of these experiences have been conducted. This volume of case studies contributes to bridging this gap by reviewing field-level experiences with these systems. Twelve case studies are included. Eleven of them describe experiences from Latin America (4 cases), Africa (6 cases) and Asia (1 case) and the twelfth case reports on the development of a GMCC systems database. Two concluding chapters, `Learning from the Case Studies' and `Future Perspectives', build upon the cases. The systems described are diverse. Some systems have been spontaneously adopted by farmers, while others have been introduced to the farmers through diffusion efforts. Some of the cases reviewed describe small, localized efforts while others report on large-scale, well-known ones, such as the combination of GMCCs and conservation tillage in Santa Catarina, Brazil, the maize-Mucuna system in northern Honduras, and the improved fallow systems in Eastern Zambia. Most experiences include both development and research aspects and to the extent possible the cases integrate these two. Discussion of the strengths and shortcomings of the systems and efforts is frank, and the goal is to learn from these experiences to benefit future efforts. It is expected that both researchers and development practitioners and students of tropical farming systems and soil management will find this volume of case studies useful.

Book excerpt: The National Research Council's Science and Technology for Sustainability Program hosted two workshops in 2011 addressing the sustainability challenges associated with food security for all. The first workshop, Measuring Food Insecurity and Assessing the Sustainability of Global Food Systems, explored the availability and quality of commonly used indicators for food security and malnutrition; poverty; and natural resources and agricultural productivity. It was organized around the three broad dimensions of sustainable food security: (1) availability, (2) access, and (3) utilization. The workshop reviewed the existing data to encourage action and identify knowledge gaps. The second workshop, Exploring Sustainable Solutions for Increasing Global Food Supplies, focused specifically on assuring the availability of adequate food supplies. How can food production be increased to meet the needs of a population expected to reach over 9 billion by 2050? Workshop objectives included identifying the major challenges and opportunities associated with achieving sustainable food security and identifying needed policy, science, and governance interventions. Workshop participants discussed long term natural resource constraints, specifically water, land and forests, soils, biodiversity and fisheries. They also examined the role of knowledge, technology, modern production practices, and infrastructure in supporting expanded agricultural production and the significant risks to future productivity posed by climate change. This is a report of two workshops.

Book excerpt: Precision agriculture (PA) and its suite of information technologies-such as soil and yield mapping using a global positioning system (GPS), GPS tractor guidance systems, and variable-rate input application-allow farm operators to fine-tune their production practices. Access to detailed, within-field information can decrease input costs and increase yields. USDA's Agricultural Resource Management Survey shows that these PA technologies were used on roughly 30 to 50 percent of U.S. corn and soybean acres in 2010-12. Previous studies suggest that use of PA is associated with higher profits under certain conditions, but aggregate estimates of these gains have not been available. In this report, a treatment-effects model is developed to estimate factors associated with PA technology adoption rates and the impacts of adoption on profits. Labor and machinery used in production and certain farm characteristics, like farm size, are associated with adoption as well as with two profit measures, net returns and operating profits. The impact of these PA technologies on profits for U.S. corn producers is positive, but small. SOLAW is aimed at sensitizing its target audience on the status of land resources at global and regional levels and FAO's viewpoint on appropriate recommendations for policy formulation. SOLAW focuses on these key dimensions of analysis: (i) quantity, quality of land and water resources, (ii) the rate of use and sustainable management of these resources in the context of relevant socio-economic driving factors and concerns, including food security and poverty, and climate change. This is the first time that a global, baseline status report on land and water resources has been made. It is based on several global spatial databases (e.g. land suitability for agriculture, land use and management, land and water degradation and depletion) for which FAO is the world-recognized data source. Topical and emerging issues on land and water are dealt with in an integrated rather than sectoral manner. The implications of the status and trends are used to advocate remedial interventions which are tailored to major farming systems within different geographic regions.
