Book excerpt: How can a developing, democratic and predominantly Muslim country like Indonesia manage its foreign relations, while facing a myriad of security concerns and dilemmas in the increasingly complex post-Cold War international politics, without compromising its national interests and sacrificing its independence? Approaching this problem from the vantage point of the Indonesian foreign policy elite, this book explores the elite's perceptions about other states and the manner in which these shape the decision-making process and determine policy outcomes. The combined qualitative and quantitative research strategy draws on a unique series of in-depth interviews with 45 members of the Indonesian foreign policy elite that included the country's (present and/or former) presidents, cabinet ministers, high-ranking military officers, and senior diplomats. Among all state actors, Indonesian relations with the United States and China are the highest concern of the elite. The leaders believe that, in the future, Indonesia will increasingly have to manoeuvre between the two rival powers. While the United States during George W. Bush's presidency was seen as the main security threat to Indonesia, China is considered the main malign factor in the long run with power capabilities that need to be constrained and counter-balanced.

The extent of Indonesia?s progress in this area has been the subject of heated debate, both in Indonesia and in Western capitals. Human rights organizations and critical academics, on the one hand, have argued that the reforms implemented so far have been largely superficial, and that Indonesia?s armed forces remain a highly problematic institution. Foreign proponents of military assistance to Indonesia, on the other hand, have asserted that the military has undergone radical change, as evidenced by its complete extraction from political institutions. This study evaluates the state of military reform eight years after the end of authoritarian rule, pointing to both significant achievements and serious shortcomings. Although the armed forces in the new democratic polity no longer function as the backbone of a powerful centralist regime and have lost many of their previous privileges, the military has been able to protect its core institutional interests by successfully fending off demands to reform the territorial command structure. As the military?s primary source of political influence and off-budget revenue, the persistence of the territorial system has ensured that the Indonesian armed forces have not been fully subordinated to democratic civilian control. This ambiguous transition outcome so far poses difficult challenges to domestic and foreign policymakers, who have to find ways of effectively engaging with the military to drive the reform process forward.This is the twenty-third publication in Policy Studies, a peer-reviewed East-West Center Washington series that presents scholarly analysis of key contemporary domestic and international political, economic, and strategic issues affecting Asia in a policy relevant manner.

He was an important commander during Indonesia’s struggle for independence, who rose to become a key leader of the Indonesian armed forces under the first president, Sukarno. Perhaps more significantly, he developed ideas about guerrilla warfare that developed into a sophisticated and socially conservative doctrine for the mobilising of civilian communities. This, in turn, became the underpinning of the repressive, military-backed New Order regime of Indonesia’s second president, Suharto, who ruled from 1966 until 1998, and which Nasution initially supported. Understanding Nasution’s thinking about ‘total people’s resistance’ is therefore very important for understanding the broader trajectory of Indonesian political history. That includes both the New Order and the emerging democratic regime that developed after its collapse. The new political system that called itself ‘the Refom Era’ was, in many ways, a direct reaction to the New Order military's penetration and close control of Indonesian society but it has never dismantled the ‘shadow’ state’ structure of the armed forces that Nasution designed and Suharto perfected. In other words, as this book shows, Nasution’s legacy still looms large today in Jokowi’s Indonesia. This is not the first assessment of Nasution’s life but it differs from earlier works by its investigation of Nasution’s personal life and, in particular, his relationship with the well-off and well-connected Gondokusumo family, of which he became a member by his marriage to Johana Sunarti Gondokusumo. The author’s thorough investigation of Nasution’s relationship with Sunarti and her father offers important new insights into how Nasution’s ideas evolved, as does the translations of important extracts from Nasution’s own voluminous writing included in the text.
