Specifically, she aims to account for their participation in `street-fighting' or 'gang-fighting' with National Socialist storm-troopers. The origins of this conflict are examined at two levels. First Dr Rosenhaft analyses the official policy of the Communist Party towards fascism and Nazism, and the special anti-fascist and self-defence organizations which it developed. Among the aspects of Communist policy that are explored are the relation between the international confrontation between Communists and Social Democrats as claimants to lead the left, and the implications of this dispute in German politics; the ideological difficulties in the implementation of Communist policy in a period of economic dislocation; and the organizational problems posed by the fight against fascism. Dr Rosenhaft then explores the attitudes and experience of the Communist rank and file engaged in the struggle against fascism, concentrating on the city of Berlin, where a fierce contest for control of the streets was waged.

But despite the party's apparent strengths, in 1933 Social Democracy succumbed to Nazi power without a fight. Previous scholarship has blamed this reversal of fortune on bureaucratic paralysis, but in this revisionist evaluation, Donna Harsch argues that the party's internal dynamics immobilized the SPD. Harsch looks closely at Social Democratic ideology, structure, and political culture, examining how each impinged upon the party's response to economic disaster, parliamentary crisis, and the Nazis. She considers political and organizational interplay within the SPD as well as interaction between the party, the Socialist trade unions, and the republican defense league. Conceding that lethargy and conservatism hampered the SPD, Harsch focuses on strikingly inventive ideas put forward by various Social Democrats to address the republic's crisis. Even though German and Swedish Social Democrats belonged to the same transnational political movement and faced similar political and social conditions in their respective countries before and after World War I, they responded very differently to the challenges of democratization and the Great Depression--with crucial consequences for the fates of their countries and the world at large. Explaining why these two social democratic parties acted so differently is the primary task of this book. Berman's answer is that they had very different ideas about politics and economics--what she calls their programmatic beliefs. The Swedish Social Democrats placed themselves at the forefront of the drive for democratization; a decade later they responded to the Depression with a bold new economic program and used it to build a long period of political hegemony. The German Social Democrats, on the other hand, had democracy thrust upon them and then dithered when faced with economic crisis; their haplessness cleared the way for a bolder and more skillful political actor--Adolf Hitler.
