These impacts in terms of the benefits and costs associated with RTAs will vary greatly from country to country. The internationally acclaimed contributors examine the theoretical perspective of RTAs in relation to exchange rates, the role and goals of the WTO and agriculture. The tensions and trade frictions resulting from the formation of trade blocs and their conflicts with the roles and goals of the WTO are also examined in the book. Those economies that are considered the economic powerhouses of the region including China, Japan, South Korea, major ASEAN countries and Australia are discussed in depth. The findings of the book suggest that RTAs are becoming increasingly popular in the Asia-Pacific region. However the associated costs and benefits depend on a number of complex factors including exchange rates, negotiation skills, the sectors included or excluded from the RTA, and the level of economic development of the nations signing the RTAs. The Asian crisis of the late 90s was rooted in deficient currency arrangements. The Chinese RMB is not freely convertible yet, but policymakers in China nevertheless aim for a more international role of the Chinese currency. The recent change of direction in Japanese monetary policy caused a drastic depreciation of the Yen and led to warnings against a possible “currency war”, thus demonstrating that currency issues can also easily lead to political frictions. Most trade in and with the East Asian zone on the other hand is still conducted in US $. Against this background different modes of currency cooperation serve the goal of smoothing exchange rate fluctuations and capital flows. They are an important element to promote financial stability and to reduce the transaction cost for foreign trade or investment. The contributions of this book analyze the environment and design of currency cooperation in East Asia and their effects from a macro-and microeconomic viewpoint.

Book excerpt: The end of the second World War in 1945 precipitated a series of post-colonial revolutions in the Asia-Pacific region, although, as a result of increasing hostility between Communism and the 'west' many nations entered into Cold War alliances which encouraged subservient interdependence in various ways. However, there were obvious benefits. During the 1980s and early 1990s Asia in general enjoyed strong economic growth, much of which could be attributed to government control over state planning and open access to Western markets. In recent times, political and economic policies such as those exemplified by the GATT (General Agreement on Trade and Tariffs), and GATS (General Agreement on Trade and Services), have mitigated against economic nationalism in favour of trade liberalisation. The Cold-War structures which for the past forty years provided economic underpinnings for many Asia-Pacific nations are losing effect. Due to their loss of economic stability, many South East Asian and Pacific islands nations are now more insecure than at any other time since their independence.

The focus is on short-term measures related to the cycle. The chapters in the volume describe the state of play in Asian economic integration but, more importantly, look forward to the region’s future, and the role it might play in defending the global system that has underwritten its historic rise. Asia has the potential to stand as a bulwark against the dual threats of North Atlantic protectionism and slowing trade growth, but collective leadership will be needed regionally and difficult domestic reforms will be required in each country.
