Book excerpt: The Patient Protection and Affordable Care Act (PPACA, P.L. 111- 148, enacted March 23, 2010) established the Community Living Assistance Services and Supports (CLASS) program, a new federally administered voluntary insurance program to help adults age 18 and over with disabilities pay for long-term services and supports (LTSS). Added as a new title XXXII of the Public Health Service Act, the CLASS program is a departure from the way the federal government currently supports LTSS. The program is administered by the federal government [the Department of Health and Human Services (HHS)] but, unlike other federal LTSS programs, CLASS program benefits will be financed entirely by individuals' age-adjusted premiums. Individuals who are eligible for CLASS program benefits will receive cash payments to help them pay for services and supports they need to live in the community, or in a residential or institutional setting. This publication describes the major provisions of the CLASS Act legislation, including requirements for enrollment and eligibility, benefits and services, premium amounts, the CLASS Act trust fund, and timelines.

Download or read book The Implementation and Sustainability of the Community Living Assistance Services and Supports CLASS Program written by Joseph R. Antos and published by . This book was released on 2011 with total page 8 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Community Living Assistance Services and Supports (CLASS) program would provide persons with functional limitations cash assistance to help them remain living in their communities. CLASS is financed solely by enrollee premiums, with no federal subsidy. The program is unsustainable and will add substantially to the budget deficit in the coming years. Without major program changes, CLASS will face a financial crisis that could lead to a financial bailout rivaling anything we have seen to date.

Book The Affordable Care Act

Download or read book The Affordable Care Act written by Edward Miller and published by Routledge. This book was released on 2018-12-07 with total page 293 pages. Available in PDF, EPUB and Kindle. Book excerpt: Long-term care in the United States and other countries suffers multiple problems. Many people find it difficult to afford the high costs of services available and there is often inadequate care coordination, which compromises care quality, particularly amongst those eligible for multiple public programs. Recruitment and retention of a well-trained, stable workforce is also considered a challenge that needs to be addressed. The policy debate leading up to the Patient Protection and Affordable Care Act (ACA) drew attention to prevailing deficiencies in the way long-term care is delivered, regulated, and financed in the United States. This collection reviews what was accomplished by the legislation and what still remains to be done. Just how effective is the ACA likely to be in addressing the challenges plaguing the long-term care sector? Did it result in meaningful change or make little impact? This book answers these questions, drawing contributions from among the most eminent long-term care experts in the United States. This book was originally published as a special issue of the Journal of Aging & Social Policy.

Book The Community Living Assistance Services and Supports CLASS Act

Download or read book The Community Living Assistance Services and Supports CLASS Act written by Molly O'Malley Watts and published by . This book was released on 2009 with total page 2 pages. Available in PDF, EPUB and Kindle. Book excerpt: Today, over 10 million Americans need long-term services and supports to assist them in life's daily activities, and the number is expected to grow with the aging of the population and growing number of people with disabilities. Currently the Medicaid program is our nation's primary payer and only safety-net program providing comprehensive long-term services and supports. But, Americans who need long-term care qualify for Medicaid only if they are, or become, poor. Medicare's role in providing long-term services is much more limited, covering only short-term skilled nursing and home health. Paying for long-term services and supports can be financially catastrophic for individuals and families given that nursing home costs average over $70,000/year and home health services average $29/hour. While the debate over health care reform has focused on other matters, health reform proposals in Congress include a program that would expand options for people who become functionally disabled and require long-term services and supports. The following is a brief overview of the CLASS Act and discussion of how it is financed and designed to reach people in need of long-term services and supports. Going forward, aspects of the program could change as Congress continues to debate and refine portions of the bill.
