Book excerpt: This paper uses a series of fixed effects models to assess the impacts of disaggregated school district expenditures in fifteen categories on student achievement in grades 2 through 11 in the state of California. Separate results are presented for student performance in math and English language arts, and both mean scale test scores and proficiency percentages are utilized as measures of achievement. I find that a number of statistically significant correlations exist between expenditures in multiple categories and student performance in both subjects, but that the signs and significance of these correlations differ substantially between categories and across grade levels. These findings suggest that while the aggregate level of spending per student may have no discernible impact on student outcomes, targeted spending on specific educational inputs may be associated with economically significant gains or losses in academic performance.

Book excerpt: California State Proposition 98 requires the governing boards of California school districts to prepare and issue an annual School Accountability Report Card for each elementary and high school under their jurisdiction, beginning in the school year 1989-90. The report card must assess a minimum of 13 specified conditions. This manual provides technical assistance and examples of what report cards for individual schools might contain and how they might be developed. Guidelines for preparing a model report card are provided in the appendix to this manual. Although it is not limited to these areas, each report card must address the following school conditions: (1) student achievement in and progress toward meeting reading, writing, arithmetic, and other academic goals; (2) progress toward reducing dropout rates; (3) estimated expenditures per student and types of services funded; (4) progress toward reducing class sizes and teaching loads; (5) assignment of teachers outside their subject areas of competence; (6) quality and currency of textbooks and other instructional materials; (7) counseling and support personnel availability; (8) substitute teacher availability; (9) safety, cleanliness, and adequacy of school facilities; (10) adequacy of teacher evaluations and professional improvement opportunities; (11) classroom discipline and climate for learning; (12) teacher and staff training and curriculum improvement programs; and (13) quality of instruction and leadership. Initial analysis had predicted that a shift to state-wide taxation would result in greater educational resources at a lower tax cost for lower income families and fewer resources at a higher tax cost for wealthier families. However, this analysis overlooked the role of non-residential property values in the tax base. This paper presents simulation results for California school districts of three alternatives: state-wide property taxation, district power equalizing property taxation, and state-wide income taxation for education. The results show that any alternative for taxation has the result of most families being better off. Property tax proposals shift the costs of education to industrial and commercial land uses, and the income tax alternative shifts the costs among families. (Author).

To close persistent achievement gaps, the state must dramatically improve the learning outcomes of the highest-need students by leveraging proven strategies such as increasing the amount of time students spend in school. Yet, for the last two years, California's policymakers have made the inequitable decision to systematically "reduce" the amount of instructional time that school districts are required to provide. Given that California has some of the widest achievement gaps and lowest student performance in the nation, reducing learning time in schools should not be an option. Book excerpt: California has well over 900 public school districts which range in size from a handful of students to several hundred thousand. This study seeks to determine if the disparity in the size of these school districts affects the utilization of their resources. Using the theoretical framework of the economies of scale, I employ two different methods to make this determination. In the first method, I group all California school districts into one of three types based on the grade levels they serve. I then organize these districts into three or four different size categories and compare how per pupil expenditures between these size categories differs using a t-test to determine statistical significance. In the second method, I analyze three district mergers to determine how the merger affected the districts' expenditures. I compare these results to a control group to determine if changes were similar to variations seen in a group of comparable districts. The results of this study indicate that small and very small districts directed more funds per pupil to activities which were related to the operations of a school district and less towards activities more closely associated with student learning and development. There were fewer and smaller differences in per pupil spending between medium and large districts, although large elementary districts showed no evidence of diseconomy of scale which was seen in both unified and high school districts. The data from the second method indicates that the merging of a small district into a moderately sized district had financial benefits that were not seen in the mergers which resulted in large districts. Given the large number of small and very small districts in California, reorganizing some of these districts, especially elementary districts, into larger entities would allow for a better use of scarce resources.
