Book The Impact of Sequestration on the National Defense

Download or read book The Impact of Sequestration on the National Defense written by Committee on Committee on Armed Services United States Senate and published by CreateSpace. This book was released on 2014-09-05 with total page 146 pages. Available in PDF, EPUB and Kindle. Book excerpt: Sequestration is arbitrary and irrational. While we will learn more today about its impacts on our national defense, with sequestration, as with Continuing Resolutions (CR), government shutdowns, and the recurring looming threat of a default on the Nation's debt, we not only fail to sustain our national security, but also fail to meet our shared obligation to protect and promote public safety, health, transportation, education, and the environment. When we allow this to happen, we put at risk much of what we do and stand for as a Nation and we undermine our position in the world. Throughout the 2 years since the enactment of the Budget Control Act (BCA) and its provisions for sequestration, our military leaders have been warning us of its harmful consequences. If sequestration continues, the Services will have to cut Active and Reserve component end strength, reduce force structure, defer repair of equipment, delay or cancel modernization programs, and allow training levels to seriously decline, which will reduce our ability to respond to global crises, thereby increasing our Nation's strategic risk.

Book Measuring the Impact of Sequestration and the Drawdown on the Defense Industrial Base

Download or read book Measuring the Impact of Sequestration and the Drawdown on the Defense Industrial Base written by Rhys McCormick and published by CSIS Reports. This book was released on 2018-01-30 with total page 102 pages. Available in PDF, EPUB and Kindle. Book excerpt: The presence of a technologically superior defense industrial base has been a foundation of U.S. strategy since 1945. While the implementation of the budget cuts in the Budget Control Act of 2011 has caused concerns for the industrial base, the resulting debate has been lacking in empirical analysis. The purpose of this research is to measure the impact of the current defense drawdown across all the tiers of the industrial base. This report analyzes prime and subprime Defense Department contract data to measures the impacts of the drawdown by sector to better understand how prime and subprime contractors have responded to this external market shock.

Book The Budget Control Act Sequestration and the Foreign Affairs Budget

Download or read book The Budget Control Act Sequestration and the Foreign Affairs Budget written by Susan B. Epstein and published by . This book was released on 2013 with total page 10 pages. Available in PDF, EPUB and Kindle. Book excerpt: Congress has an interest in the cost and effectiveness of foreign affairs activities that promote U.S. interests overseas. The Budget Control Act of 2011 (BCA, P.L. 112-25), as amended by the American Taxpayer Relief Act of 2012 (P.L. 112-240/H.R. 8, signed into law on January 2, 2013), requires across-the-board reductions (sequestration) in most federal defense and nondefense discretionary programs, projects, and activities, including those in foreign affairs. These automatic cuts went into effect on March 1, 2013. Of ongoing interest will be the impact of these cuts on State Department operations, foreign aid programs, and their ability to protect Americans and promote U.S. interests overseas. According to a February 22, 2013, Pew Research Center survey, Americans surveyed support cuts in foreign aid spending more than any other government activity mentioned. Although still not the majority, 48% of those polled prefer a decrease in foreign aid, while 49% prefer it remains at the current level or is increased. When asked about the Department of State, 34% said they prefer the Department of State funding be decreased, while 60% support maintaining current State Department funding or increasing it. At the same time that sequestration is being implemented, Congress is also working on continuing government funding through the remainder of the fiscal year. Currently, the government is operating under a continuing resolution (CR, P.L. 112-175) that provides stop-gap funding through March 27, 2013. Some believe that Congress might pass a CR that provides more flexibility for implementing the sequestration law. Whether or not a CR amends the across-the-board cuts, many expect the new CR funding levels to change the baseline of Office of Management and Budget (OMB) calculations and, thus, change the current estimates of sequestration cuts, including for foreign affairs spending accounts. In addition, the Administration has indicated that it intends to submit its FY2014 budget request to Congress in April. It will identify President Obama's priorities and plans for meeting the BCA caps in the next fiscal year. This report discusses current OMB estimates of foreign affairs accounts sequestration amounts. For background on the current foreign affairs budget, see CRS Report R42621, State, Foreign Operations, and Related Programs: FY2013 Budget and Appropriations. This report will be updated as changes occur.

Download or read book The Pig Book written by Citizens Against Government Waste and published by St. Martin's Griffin. This book was released on 2013-09-17 with total page 212 pages. Available in PDF, EPUB and Kindle. Book excerpt: The federal government wastes your tax dollars worse than a drunken sailor on shore leave. The 1984 Grace Commission uncovered that the Department of Defense spent $640 for a toilet seat and $436 for a hammer. Twenty years later things weren't much better. In 2004, Congress spent a record-breaking $22.9 billion dollars of your money on 10,656 of their pork-barrel projects. The war on terror has a lot to do with the record $413 billion in deficit spending, but it's also the result of pork over the last 18 years the likes of: - $50 million for an indoor rain forest in Iowa - $102 million to study screwworms which were long ago eradicated from American soil - $273,000 to combat goth culture in Missouri - $2.2 million to renovate the North Pole (Lucky for Santa!) - $50,000 for a tattoo removal program in California - $1 million for ornamental fish research Funny in some instances and jaw-droppingly stupid and wasteful in others, The Pig Book proves one thing about Capitol Hill: pork is king!
