Book excerpt: The success of the primary education system has a direct bearing on the upper primary, non-formal and adult and continuing education sectors; an efficient primary education system is expected to contribute significantly to total literacy: an appropriate rise in literacy levels improves the functioning of other systems of education. Effective delivery of primary education contributes to bettering India's HDI (Human Development Index), including our standing in the Human Development Index evolved by UNDP. This volume is a study of the District Primary Education Programme (DPEP) in one of the states of South India. It is a piece of policy evaluation research expected to contribute to the ongoing discussion of policy processes in primary schools. It specifically questions to what extent objectives such as access, retention, quality and equality are achieved by the implementation of the DPEP. Figures from before and after the implementation of the DPEP show a significant increase in enrolment levels in primary schools all over the state. Thus, the major impact of DPEP implementation is seen in enhanced access to primary schools. The study shows that the DPEP implementation succeeded in attaining the objective of equality. This can be observed from gender equality in dropout rates at various primary grades. The DPEP seems to have achieved only moderate success in meeting the objective of retention of students. The DPEP does not seem to have approached the quality objective very seriously.

Book excerpt: The book focuses on the state of education and on the levels of inequality among gender, rural–urban and social groups. Taking into account the various findings from existing literature on the qualitative and quantitative aspects of education, it uses empirical findings based on a revised methodology to draw new conclusions. This revised method was devised to define the size of population eligible for enrollment and was then employed to estimate the Gross Enrollment Rate (GER) and Gross Literacy Rate (GLR) at various completed education levels, using age-wise data from the Population Census, 2011. This methodology is based on the concept that among those eligible for enrollment/literacy, a few never get chance to enrol and others achieve various levels of literacy by remaining engaged in formal or informal education up to various ages. The book comes up with findings that have deep significance so far as policy making is concerned towards improving the state of education in India. There are fourteen hypotheses that the book proposes based on the study and each hypothesis is accompanied with policy suggestions. Interestingly, one of the hypotheses is that arbitrariness of government policies creates more problems and, as such, before proposing a policy change the government needs to put in more effort and time in planning and come up with carefully chalked out processes. In addition to being a valuable resource for researchers working in this area, the book has huge policy implications and think tanks working towards improving education in India.

Book excerpt: Education is the basic requirement and the 'Fundamental Right' of the citizens of a nation. While Higher Education is important, the Elementary Education system serves as the base over which the Super-structure of the whole education system is built up. This paper tries to analyse the trends, patterns and interacting factors affecting the quantitative and qualitative aspects of School Education System in India in recent years with a special focus on Women's education. It is observed that complete Literacy has not been achieved and this has far reaching socio-economic impacts. Enrolments in schools have improved substantially in recent years but the Retention rates are poor, and only a fraction of enrolled students completes even the Primary classes. Completion of Middle and Secondary levels are still lower. Substantial Gender-bias in both access to, and completion of education is a major cause of concern. Wide regional variation exists even within this sub-standard performance of the Basic Education system. While few states have performed moderately, others have done abysmally, and continue to do so. Factors like poverty, presence of a wide child-labour market, absence of assured employment after schooling, and infrastructural problems are identified as responsible for the ills plaguing the elementary education system in India. Providing incentives for attending schools, making the schooling process attractive to the children, streamlining the middle and high school curriculum to make it more vocational and job-oriented, and providing better infrastructure for the schools are some of the policies likely to improve the scenario.
