The argu-ment, put forward for instance by Dollar et al. [2002, p.195], that ―TL is good for [economic] growth‖ and that ―[economic] growth, [in turn], is good for the poor‖ has since served as the departure point for the discussion of the link between TL and poverty among economists, researchers, and policymakers alike. Spurred on by the dramatic failure of import substitution industrialization (ISI) strategies, and with the advice and support from international financial institutions (IFIs), such as the World Bank, the International Monetary Fund (IMF) and the World Trade Organization (WTO), Krueger [1998, p.1521], for instance, finds that the intervening period has seen a large wave of TL episodes in countries in Latin America, Middle- and North Africa, Sub-Saharan Africa, and South Asia respectively. Believing that TL is vital for economic growth and poverty alleviation, these nations have frequently and extensively used it as a centerpiece for their development strategy. Howev-er, the high expectations held at the times those countries embarked on their trade policy reforms (TPRs) have not always been fulfilled in retrospect.

A more liberalized trade regime is argued to change relative factor prices in favor of the more abundant factor. If poverty and relative low income stem from abundance of labor, greater trade openness should lead to higher labor prices and a decrease in poverty. However, should the re-allocation of factors be hampered, the expected benefits from freer trade may not materialize. The theoretical ambiguity on the effects of openness is reflected in the available empirical evidence. This paper examines how the effect of trade openness on poverty may depend on complementary reforms that help a country take advantage of international competition. Using a non-linear regression specification that interacts a proxy of trade openness with proxies of various country structural specificities and a panel of 30 African countries over the period 1981-2010, the analysis finds that trade openness tends to reduce poverty in countries where financial sectors are deep, education levels high and governance strong"--Abstract.

Much of the world's media and many nongovernmental organizations continue to focus on protectionism in the developed world and the negative effect that protectionism has on the economic development of poor countries. To be sure, developed-world protectionism harms some producers in the developing world as well as consumers in the developed world. If the developed world were to adopt free trade, the world would benefit. But trade liberalization in the developed world as a cure for world poverty is often over emphasized. Simply abandoning developed-world protectionism would not substantially change the lives of the people in the poorest parts of the developing world. That is particularly true of sub-Saharan Africa (SSA), where the main causes of impoverishment are internal. SSA is not poor because of lack of access to world markets. SSA is poor because of political instability and because of a lack of policies and institutions, such as private property rights, that are necessary for the market economy to flourish. Moreover, SSA continues to be one of the most protectionist regions in the world. While the rich countries reduced their average applied tariffs by 84 percent between 1983 and 2003,SSA countries reduced theirs by only 20 percent. According to the most recent data, nontariff protection in the poorest countries of SSA is four times greater than nontariff protection in rich countries. Strikingly, trade liberalization within SSA could increase intra-SSA trade by 54 percent and account for over 36 percent of all the welfare gains that SSA stands to receive as a result of global trade liberalization. It is hypocritical for African leaders to call for greater access to global markets while rejecting trade openness at home. It is also self-defeating, because domestic protectionism contributes to perpetuating African poverty. Research shows that countries with the greatest freedom to trade tend to grow faster than countries that restrict trading. SSA governments have complete control over the reduction of their own trade barriers. If they are truly serious about the benefits of trade liberalization, they can immediately free trade relations among SSA countries and with the rest of the world.
