It examines how encounters between tourists and hosts tend to be constructed along colonial thought lines and considers how players in the hospitality industry do not interact as coeval participants, but are racialised, scripted and positioned according to colonially-established order. The authors focus on the language of these encounters, not only speech, performance and response, but also silence, resonance, emptiness, noise – objectified, materialised, evasive and confusing. Through its exploration of language in these encounters, the volume shows that ruination is the one feature that is omnipresent in the multiple and diverse tourist settings of the postcolonial world. Tourism is often understood and experienced as an exclusive activity, accessible only to the relatively wealthy. This volume seeks to counter that tendency by exploring how marginalized groups can gain more control over tourism. The book starts by defining the concept of inclusive tourism and discussing seven different elements which might indicate inclusivity in tourism. Research from a wide range of geographical contexts – from Cambodia to Australia, Sweden, Turkey and Spain – have been drawn upon to illustrate the need for more inclusive tourism. The examples encompass the actions of a multinational tour operator, hotel owners, and social enterprises, while also examining how to ensure tourism is accessible for those with disabilities. Inclusive tourism is offered here as both an analytical concept and an aspirational ideal. The authors hope that this book inspires a restless quest to find ways to include new actors and new places in tourism on terms that are equitable and sustainable. Book excerpt: Situating safari tourism within the discourses and practices of development, Selling the Serengeti examines the relationship between the Maasai people of northern Tanzania and the extraordinary influence of foreign-owned ecotourism and big-game-hunting companies. It looks at two major discourses and policies surrounding biodiversity conservation, the championing of community-based conservation and the neoliberal focus on private investment in tourism, and their profound effect on Maasai culture and livelihoods. This ethnographic study explores how these changing social and economic relationships and forces remake the terms through which state institutions and local people engage with foreign investors, communities, and their own territories. The book highlights how these new tourism arrangements change the shape and meaning of the nation-state and the village and in the process remake cultural belonging and citizenship. Benjamin Gardner’s experiences in Tanzania began during a study abroad trip in 1991. His stay led to a relationship with the nation and the Maasai people in Loliondo lasting almost twenty years; it also marked the beginning of his analysis and ethnographic research into social movements, market-led conservation, and neoliberal development around the Serengeti.

Book excerpt: I propose a new approach to identifying exogenous monetary policy shocks in low-income countries with capital account restrictions. In the case of Mauritania, a domestic repatriation requirement is the key institutional characteristic that allows me to establish exogeneity. Unlike in advanced countries, I find no evidence for a statistically significant impact of exogenous monetary policy shocks on bank lending. Using a unique bank-level dataset on monthly balance sheets of six Mauritanian banks over the period 2006–11, I estimate structural vector autoregressions and two-stage least square panel models to demonstrate the ineffectiveness of monetary policy. Finally, I discuss how a reduction in banks’ loan concentration ratios and improvements in the liquidity management framework could make monetary stimuli more effective.

Book excerpt: The tourism industry can help promote peace and stability in developing countries by providing jobs, generating income, diversifying the economy, protecting the environment, and promoting cross-cultural awareness. Tourism is the fourth largest industry in the global economy. However, key challenges must be addressed if peace-enhancing benefits from this industry are to be realized. These include investments in infrastructure and human capacity, the development of comprehensive national strategies, the adoption of robust regulatory frameworks, mechanisms to maximize in-country foreign currency earnings, and efforts to reduce crime and corruption. The case studies of India, Kenya, and Nigeria reveal several important points. First, relative peace and a degree of economic development are preconditions for a successful tourist industry. Second, although it has the capacity to help promote peace and prosperity, tourism can also cause a great deal of harm unless it is carefully developed. Third, to deliver optimal benefits, tourism must be respectful of the environment and mindful of cultural and social traditions. Fourth, tourism must be supported by a coherent national strategy and robust laws. For tourism to help deliver prosperity and stabilize communities effectively, specific action must be taken by three main constituencies: host communities, host governments, and foreign stakeholders.

To this end, a team of conservation biologists, hunters, tourist operators, ranchers, wildlife and land managers, ecologists, veterinarians and economists was convened to discuss whether wildlife outside protected areas in Africa can be conserved in the face of agricultural expansion and human population growth. They reached the unequivocal - if controversial - conclusion that wildlife can be an economic asset, especially in the African savannas, if this wildlife can be sustainably utilized through safari hunting and tourism. Using the African savannas as an example, Wildlife Conservation by Sustainable Use shows that in many instances sustainable wildlife utilization comprises an even better form of land use than livestock keeping. Even when population pressure is high, as in agricultural areas or in humid zones, and wild animal species can pose a serious cost to agriculture, these costs are mainly caused by small species with a low potential for safari hunting. Although ranching has a very low rate of return and is hardly ever profitable, the biggest obstacle to the model of sustainable wildlife use outlined in Wildlife Conservation by Sustainable Use is from unfair competition from the agricultural sector, such as subsidies and lack of taxation, resulting in market distortion for wildlife utilization. This book thus gives valuable evidence for a different way of working, providing arguments for removing such distortions and thereby facilitating financially sound land use and making it a rationally sound choice to conserve wildlife outside protected areas. The expert team of authors, most of whom came together at a workshop to thrash out the ideas that were then developed into the various chapters, has written a superb account of recent research on this complex subject, resulting in a book that is a major contribution to our understanding of sustainable use of land. The important conclusion is that wildlife conservation can be possible for landholders and local communities if they have a financial interest in protecting wildlife on their lands.
