Sustainable agricultural intensification - producing more output from the same area of land while reducing the negative environmental impacts - represents a solution for millions of African farmers. This volume presents the lessons learned from 40 sustainable agricultural intensification programmes in 20 countries across Africa, commissioned as part of the UK Government's Foresight project. Through detailed case studies, the authors of each chapter examine how to develop productive and sustainable agricultural systems and how to scale up these systems to reach many more millions of people in the future. Book excerpt: This article reports on a cluster-randomized controlled trial conducted in 120 villages in rural Burkina Faso evaluating a multifaceted intervention (SELEVER) that seeks to increase poultry production by delivering training in conjunction with the strengthening of village-level institutions providing veterinary and credit services to poultry farmers. The intervention is evaluated in a sample of 1,080 households surveyed following two years of program implementation. Households exposed to the intervention significantly increase their use of poultry inputs (veterinary services, enhanced feeds, and deworming), and report more poultry sold and higher revenue; however, there is no evidence of an increase in profits. This evidence is consistent with the hypothesis that the return to inputs in the poultry market may not be sufficient to counterbalance the market costs of these inputs.

Book excerpt: In many Sub-Saharan countries, farmers cannot meet the growing urban demand for higher quality products, leading to increasing dependency on imports. While the literature has focused on production-side constraints to enhancing smallholder farmers’ output quality, there is scarce evidence of market-side constraints. Using a unique sample of 60 wheat markets in Ethiopia, I examine the relationship between the price obtained by farmers and the quality supplied. Using objective and precise measures of observable (impurity content) and unobservable (flour extraction rate and moisture level) quality attributes, no evidence was found of a strong correlation between the two, suggesting that observable attributes cannot serve as proxies for unobservable ones. Transaction prices further reflect this, indicating that, markets only reward quality attributes that are observable at no cost. However, these results hide cross-market heterogeneity. Observable quality attributes are better rewarded in larger and more competitive markets, while unobservable attributes are rewarded in the presence of grain millers and/or farmer cooperatives on the market site. Both regression and machine learning approaches support these findings.

Book excerpt: Improved technologies are increasingly promoted to farmers in sub-Saharan-African countries to address low agricultural productivity in their staple crops. There is, however, a lack of evidence on how adoption affects farmers’ labor use and profitability at the farm level, as well as the importance gender roles play, all essential drivers for the successful up-scaling of the use of the improved technologies. This paper analyses the labor and profitability impact of the recently introduced row planting technology in teff production in Ethiopia. Based on agronomic evidence in experimental settings, the Government of Ethiopia has focused extension efforts on promoting the widespread uptake of row planting to address low teff yields, replacing the traditional broadcasting method of plant teff. Using an innovative Randomized Controlled Trial set-up, we show that the implementation of row planting at the farm level significantly increases total labor use, but not teff yields, relative to broadcast planting, resulting in a substantial drop in labor productivity when adopting row planting. Moreover, the implementation of row planting has important consequences for inter- and intra-household labor allocation, with relatively more use of non-family labor. The adoption of row planting was further found not to be profitable for farmers in the first year of the promotion campaign, seemingly explaining the limited success in up-scaling the adoption of the technology by farmers in the second year of the program.

Book excerpt: The use of information and communications technologies (ICTs) to address a wide array of development issues has gained considerable attention among governments, practitioners, and researchers in recent years (Lwoga and Sangeda 2019). While early studies focused on mobile phones and text messaging, attention is quickly shifting to other media, including video. Many studies on the use of video as a medium explore how increased access and consumption of information can lead to behavior changes that ultimately result in welfare-improving outcomes. This study explores whether video-mediated extension leads to the increased, sustained uptake of productivity-enhancing agricultural technologies and practices by small-scale farmers. Over the two-year period of 2017–2018, the Government of Ethiopia and Digital Green conducted the large-scale rollout of a video-mediated extension approach. We examine the impact of this rollout on a range of outcome indicators, including whether targeting the video-mediated approach to both spouses of a household was more effective than targeting the (typically male) household head alone. Our main outcomes of interest include farmer uptake of the subject technologies and the yield gains resulting from these technologies. Our study provides insights into the mechanisms behind the observed effects and an analysis of the approach’s cost effectiveness. Our results demonstrate that the video-mediated extension approach led to increases in farmer uptake of improved agricultural technologies and practices. In the first year of the experiment, we find an overall 6 percentage point increase in technology uptake, which translates into a 10 percent increase over the mean of the control group. An analysis of uptake by type of technology shows that the video-mediated approach resulted in an increase of 13, 20, and 15 percent over control group means for row planting, precise seeding rate, and urea top/side dressing, respectively. These results endure in the second year of the experiment, pointing to farmers’ effective uptake of the technology beyond a mere trial in one production season. Upon exploring the mechanisms that explain these adoption effects, we find that the video-mediated extension approach led to an increase in extension reach, with a 35 percent increase in farmers’ attendance at extension sessions (likely due to interest in the video medium). Among farmers assigned to the video-mediated extension approach, we also find a higher level of technical understanding of focal agricultural technologies and practices. While our results suggest greater participation and knowledge gains among (typically female) spouses who also participated in the video-mediated extension approach, we do not find clear evidence that targeting both spouses led to higher rates of technology uptake.

Second, is video-mediated extension targeted at both spouses of the household more effective than when only targeted at the (typically male) household head? Third, how cost-effective is a video-mediated approach to extension provision? The study explores these questions with a randomized controlled trial designed to evaluate the video-mediated approach as applied to three priority crops (teff, wheat, maize) and three technologies (row planting, precise seeding rates, and urea dressing). The trial was implemented in 347 kebeles (village clusters) during the 2017 meher (rainy) season in Ethiopia’s four most agriculturally important regional states. Analysis of data from our surveys of 2,422 households and 896 extension agents indicates that the video-mediated approach is more effective than the conventional approach in achieving several key outcomes. Specifically, we find that videomediated extension reaches a wider audience than the conventional approach and leads to higher levels of agricultural knowledge and uptake of technologies in those kebeles randomly assigned to the program. While our results do point to greater participation and greater knowledge of female spouses in kebeles where both male and female spouses were targeted by the program, we do not find clear evidence that the more inclusive approach translated into higher uptake of the subject technologies and practices. Finally, we find that the video-mediated approach becomes less costly as the scale of operation increases.

Book excerpt: Citizens’ aspirations for the future are politically important; they are linked to welfare and whether citizens engage in forward-looking political and economic behavior. How do natural disasters affect aspirations, and can governments’ social protection policies successfully mitigate any damaging effects? If natural disasters threaten aspirations, there is strong policy interest in understanding these threats and what government can do to protect aspirations. This article uses Pakistan’s 2010 floods to identify the effects of a natural disaster on citizens’ aspirations. Aspirations were significantly reduced—especially among the poorest and most vulnerable. However, by exploiting exogenous variation in access to targeted government social protection, the authors show that social protection following natural disasters can significantly reduce their negative aspirational effects. This offers a new understanding of government social protection. It not only raises social welfare in the short term by restoring livelihoods and replacing damaged assets; it also has an enduring effect by raising citizens’ aspirations for the future. The authors show not only that the aspirations of citizens matter for citizens’ behaviors, but also that government policies can effectively protect and increase those aspirations. This implies that the value and efficacy of government disaster relief programs are underestimated when aspirations are not taken into account.

Book excerpt: It is widely acknowledged that unmitigated risks provide a disincentive for otherwise optimal investments in modern farm inputs. Index insurance provides a means for managing risk without the burdens of asymmetric information and high transaction costs that plague traditional indemnity-based crop insurance programs. Yet many index insurance programs that have been piloted around the world have met with rather limited success, so the potential for insurance to foster more intensive agricultural production has yet to be realized. This study assesses both the demand for and the effectiveness of an innovative index insurance product designed to help smallholder farmers in Bangladesh manage risk to crop yields and the increased production costs associated with drought. Villages were randomized into either an insurance treatment or a comparison group, and discounts and rebates were randomly allocated across treatment villages to encourage insurance take-up and to allow for the estimation of the price elasticity of insurance demand. Among those offered insurance, we find insurance demand to be moderately price elastic, with discounts significantly more successful in stimulating demand than rebates. Farmers who are highly risk averse or sensitive to basis risk prefer a rebate to a discount, suggesting that the rebate may partially offset some of the implicit costs associated with insurance contract nonperformance. Having insurance yields both ex ante risk management effects and ex post income effects on agricultural input use. The risk management effects lead to increased expenditures on inputs during the aman rice-growing season, including expenditures for risky inputs such as fertilizers, as well as those for irrigation and pesticides. The income effects lead to increased seed expenditures during the boro rice-growing season, which may signal insured farmers’ higher rates of seed replacement, which broadens their access to technological improvements embodied in newer seeds as well as enhancing the genetic purity of cultivated seeds.
